Seoul's Seongdong-gu district office is accepting online proposals for its 2027 Public-Civic Cooperation Project from Friday through June 19.
"Public-civic cooperation" refers to a process in which residents identify local problems that are difficult for the administration to spot on its own, then work alongside officials to develop actionable solutions. The core principle is that residents participate as equal partners with the administration at every stage — from identifying issues and planning to implementing projects and evaluating results.
The call for proposals is designed to gather resident input on local issues that affect daily life and to build a shared agenda for public-civic discussion. Even minor everyday inconveniences or small ideas can, through deliberation by the Seongdong-gu Cooperative Governance Council, evolve into concrete initiatives that drive real change in the district.
Any Seongdong-gu resident may participate, as may workers and university students based in the district. Proposals can be submitted through the district office website by navigating to "Seongdong Participation → Policy Proposal → Cooperative Seongdong → Cooperative Project Proposal."
Proposals are accepted in three areas — happy welfare (education and welfare), sustainability (urban environment), and communication and cooperation (community self-governance) — and should focus on ideas that improve resident convenience or contribute to local development.
Submissions will go through a public deliberation forum, administrative review, a resident vote, and final approval by the Seongdong-gu Cooperative Governance Council before being considered as candidate agenda items for the 2027 public-civic cooperation projects.
"This process lets residents directly propose the inconveniences they experience in daily life and the ideas they have for transforming Seongdong-gu, and then work together to find solutions," a district official said. "We will operate a highly effective cooperative governance model so that residents' diverse proposals can translate into real policies and projects."
