Seocho-gu District Mayor Jeon Seong-su Launches 'Mobile Reconstruction Fast-Track Support Team' as First Official Act

Seocho-gu in Seoul announced that District Mayor Jeon Seong-su signed as his first official act, immediately after winning the ninth-term local elections, an operational plan for the "Mobile Reconstruction Fast-Track Support Team" — a unit reporting directly to the district mayor — reflecting his commitment to accelerating reconstruction projects in the district.

The team consolidates reconstruction-related permitting and support work that had previously been handled separately across multiple departments, elevating it under direct mayoral authority. Of the 79 active reconstruction improvement project sites in Seocho-gu, the district mayor will personally visit sites where issues or complaints have arisen and proactively offer solutions, making the team a direct channel of communication with residents. Visits are scheduled once or twice a month in principle, with the frequency adjusted flexibly in response to resident requests.

The team's core operating procedure follows four stages: site selection, agenda review, on-site visit and follow-up management. First, sites where issues have emerged or residents have submitted requests are selected. The relevant district office departments and a reconstruction expert panel then closely examine the reasons for any delays. The district mayor leads the team on a direct visit to the site, meeting with association executives, contractor and subcontractor representatives, and complaint representatives to produce mediation proposals and solutions. Ongoing monitoring follows to track whether projects are proceeding normally. The district expects the initiative to clear project delays and prevent and mediate disputes.

Meanwhile, the district had earlier introduced the "Full-Process Deadline System for Improvement Projects," which assigns processing deadlines to all 10 stages from safety assessment through final settlement and assigns a rating to each site. The new Mobile Reconstruction Fast-Track Support Team serves as a close-support mechanism that reinforces that system on the ground. For sites rated C under the deadline system — indicating project delays — the district's proactive intervention is expected to reduce social and economic costs and improve resident satisfaction at the same time.

"Reconstruction projects incur financing costs every single day, so not even one day of delay can be tolerated," District Mayor Jeon said. "The Mobile Reconstruction Fast-Track Support Team will go directly to each site, examine sources of conflict together with association executives, and find solutions." He added that he would work to push Seocho-gu's reconstruction projects forward in the ninth term "not just quickly, but at full speed."
