District launches proactive administration capacity-building training for all staff to address rapid changes in the AI-driven administrative environment, with case-based sessions aimed at spreading a resident-centered work culture
Jungnang-gu held its "2026 All-Staff Proactive Administration Capacity-Building Training" on May 12, bringing together all employees of the district office, the Jungnang-gu Facilities Management Corporation and the Jungnang Culture Foundation.
The training was designed to strengthen civil servants' creative problem-solving skills in response to a rapidly changing administrative environment and the spread of AI technology, and to foster a culture of proactive administration that residents can tangibly feel.
The session featured Ha Chung-su, a specialist instructor in proactive administration from the Ministry of Personnel Management, who led a lecture titled "Proactive Administration: The Hidden Key to a Successful Career in the AI Era."
The curriculum covered the concept and necessity of proactive administration, AI-driven proactive administration case studies, and examples of passive administration along with strategies for improvement — all grounded in real-world scenarios to deepen practical understanding.
Particular emphasis was placed on sharing the importance of proactive administration and its practical direction, helping civil servants take an active role in delivering resident-centered services amid a shifting administrative landscape.
Jungnang-gu has been working to spread a proactive work culture through a range of support and incentive programs, including a proactive administration and collaboration mileage system, selection of outstanding proactive civil servants, and a pre-consultation regime. The district plans to continue expanding training and support to further strengthen employees' proactive administration capabilities.
"We will continue to provide education and support so that proactive administration — thinking one step further from the resident's perspective and finding solutions — becomes an everyday part of our organizational culture," said Jungnang-gu District Mayor Ryu Gyeong-gi.
