The district's first resident-participation-based sustainability report offers a comprehensive assessment across four sectors — environment, society, economy, and governance — using 83 performance indicators
Guro-gu, led by District Mayor Jang In-hong, has published its "First Guro-gu Sustainable Development Report," a comprehensive assessment of the district's sustainability.
The report — the first issued under the Framework Act on Sustainable Development and the Guro-gu, Seoul Basic Ordinance on Sustainable Development — was prepared to systematically evaluate the district's sustainable development policies to date and to serve as a baseline for future policy planning.
The district has built its implementation framework in stages, starting with the enactment of the relevant ordinance in 2017, followed by the establishment of a dedicated Sustainable Development Team and the formation of a Sustainable Development Committee in 2023. In 2024, it adopted the "2045 Guro-gu Sustainable Development Basic Strategy and Action Plan."
The assessment covered 17 target indicators and 83 performance indicators across 84 sub-projects in four sectors: environment, society, economy, and governance and autonomy. It provides a comprehensive diagnosis of the district's sustainability level for 2024–2025 and identifies future tasks and areas for improvement in response to shifting domestic and international policy conditions.
The report was produced through a resident-participatory evaluation process involving a range of stakeholders, including district officials and residents. Focus group interviews and deliberative forums were held with local experts and younger generations to gather diverse views based on indicator analysis, while a general resident survey measured public awareness of and satisfaction with sustainable development efforts. In addition, the process moved through a research kickoff briefing in February, followed by interim and final presentations, with advisory input from the Sustainable Development Committee incorporated at each stage to strengthen the report's quality.
The completed report is organized into five sections: an evaluation overview; sustainable development assessment trends and Guro-gu's progress; the indicator framework and evaluation process; assessment results; and overall recommendations. The district plans to post the report on the Guro-gu Office website for public access and to incorporate the findings into policy planning on a rolling basis.
"This report is a meaningful product for objectively diagnosing Guro-gu's level of sustainable development and charting the direction of future policy," District Mayor Jang said. "We will consistently pursue policies aimed at building a sustainable city."
