The volume chronicles the council's journey from its inaugural session in 1991 through the current 9th Council; Speaker Ko Seon-jae calls it "a compass linking Seocho's past and present"
The Seocho-gu Council (Speaker Ko Seon-jae) has published the "Seocho-gu Council Development History," a comprehensive record of the council's 35-year journey since its inaugural session in 1991.
The publication was undertaken to systematically document the council's history of promoting residents' welfare and driving local development, while setting a new milestone for the future of local self-governance.
The council drew up a publication plan in April last year and assembled a dedicated task force to begin collecting historical materials. In July, it formed an editorial committee that included standing committee chairs Yu Ji-ung, Oh Ji-hwan and Ahn Jong-suk, alongside outside experts from the Seocho Council Alumni Association, academia and the press. The committee held a launch briefing and a progress review in December, rigorously verifying the accuracy and completeness of the materials. It ultimately produced an official historical record running 556 pages.
The volume gained added significance through the close cooperation of current and former council members throughout the process. Members of the council alumni association — a body of former Seocho-gu lawmakers led by President Choi Jeong-gyu and Secretary-General Lee Sin-ok — gathered scattered legislative materials from various sources and attended both briefings in person, verifying historical facts and offering suggestions that strengthened the final record.
The publication systematically covers an overview of Seocho-gu, major legislative achievements and the status of local ordinance enactments and revisions from the 1st through the 9th Council, policy research and reference data, a vision for the council's future, a photo chronicle of legislative activities, and survey results and press coverage. Together, these sections offer a comprehensive account of the council's role in checking and balancing the executive branch and of the broader development of local self-governance.
As a historical record distilling the council's growth, the publication is expected to serve as foundational material for future local legislative research and policy development, as well as a channel for communicating the council's achievements to residents.
"Legislative work is the politics of everyday life, accumulated day by day — and in that sense, this history is a precious compass linking Seocho's past and present," Speaker Ko said. He added that it was deeply meaningful to have fully documented 35 years of local self-governance during the tenure of the 9th Council.
The council plans to distribute the publication to major institutions and libraries in the district and post it on the council's website so that any resident can access it easily.
