State developer to support special maintenance plan ahead of pre-consultation filing
Korea Land and Housing Corp. (LH) signed a memorandum of understanding Wednesday with the residents' representative body of Heundolmaul complexes 3 and 5 — designated as Apartment Zone 22 in the aging planned city of Goyang Ilsan — to pursue designation of a special maintenance zone for their integrated reconstruction project.
The "aging planned city maintenance project" targets residential land developments of 1 million square meters or more that were built at least 20 years ago, such as Ilsan New Town. Rather than redeveloping individual complexes in isolation, the program calls for integrated redevelopment encompassing adjacent complexes and supporting infrastructure, with the aim of improving urban functions and living conditions.
Ilsan New Town currently has 48 designated pre-special maintenance zones covering approximately 4.818 million square meters. LH was designated the preliminary project operator for Apartment Zone 22 on June 8.
LH and residents drew up the MOU to establish a cooperative framework ensuring the integrated reconstruction of Heundolmaul complexes 3 and 5 proceeds smoothly.
Under the agreement, the residents' representative body will handle community decision-making and secure consent for project proposals, while LH will support the drafting of the special maintenance plan and the permitting process. LH also plans to commit early-stage project funding to help the overall redevelopment move forward without disruption.
Building on the MOU, LH plans to file a pre-consultation application for a special maintenance plan for Apartment Zone 22 before the end of this year, with the goal of completing the special maintenance zone designation in the first half of 2027.
Under the current draft project plan, Heundolmaul complexes 3 and 5 are expected to be transformed from 1,444 units into a large-scale apartment complex of approximately 2,300 units, significantly improving the residential environment.
Meanwhile, LH has been designated the preliminary project operator in several other areas, including Bundang and Gunpo Sanbon, and is advancing maintenance projects across the first-generation new towns.
"Apartment Zone 22 in Ilsan is considered a gateway location at the entrance to the city," said Kang O-sun, head of LH's Regional Balance Division. "We will communicate actively with residents, drawing on LH's accumulated capabilities and expertise, and do our utmost to ensure the project is carried out successfully."
