Ambulance driver booked after running red light in non-emergency, killing patient in her 90s

A private ambulance driver who ran a red light and forced his way through an intersection — despite no genuine emergency — killing one person and injuring six others has been booked by police.

Incheon Seobu Police Station said Friday it had booked the driver, identified only by his surname initial A and believed to be in his 20s, on charges of causing death under the Special Act on Traffic Accident Processing. He was not detained.

A is accused of running a red light at an intersection in Cheongna-dong, Seo-gu, Incheon, at around 11:55 a.m. on June 1 and colliding with an SUV that was proceeding on a green light. A female patient in her 90s who was aboard the ambulance died as a result.

The crash also left six others with minor injuries: A, a colleague riding in the ambulance, a guardian accompanying the patient, and three occupants of the SUV.

Police had delayed questioning A while he received hospital treatment following the accident. They summoned him for questioning only after his condition improved.

The investigation found that A had activated the ambulance's emergency lights and siren before entering the intersection, but the situation did not rise to the level of urgency that would justify running a red light. A acknowledged this during police questioning.

Police determined that the circumstances did not qualify for the exemptions granted to emergency vehicles under the Road Traffic Act. The law shields drivers of ambulances and other emergency vehicles from liability for signal violations only when specific conditions are met.

Police plan to refer the case to prosecutors after completing a supplementary investigation.
