118 members of the 12th Seoul Metropolitan Council elected — 103 from constituency seats, 15 from proportional representation; Democratic Party of Korea wins 80 seats, People Power Party 38.
The June 3 local elections produced 118 members of the 12th Seoul Metropolitan Council — 103 from constituency seats and 15 from proportional representation.
By party, the Democratic Party of Korea claimed 80 seats (73 constituency, 7 proportional) and the People Power Party took 38 (30 constituency, 8 proportional). Among the winners, 75 are men and 43 are women.
By age group, 22 winners are in their 30s, 33 in their 40s, 32 in their 50s, 29 in their 60s and two in their 70s. The youngest winners are Lee In-ae (born June 1995, Democratic Party, proportional) and Lee Gwang-hui (born December 1995, Democratic Party, Yangcheon District 3).
The oldest winners are Kim Ki-deok (born December 1954, Democratic Party, Mapo District 4) and Yang Pyeong-ho (born July 1954, Democratic Party, Gangdong District 4).
By occupation, 33 winners are incumbent Seoul city council members, 52 are party workers including district council members, 13 are professionals, eight are businesspeople, three are educators and nine fall into other categories. In terms of tenure, the 118 winners include one five-term member, one four-term member, 12 three-term members, 30 two-term members and 74 first-term members — all counts including the current 12th-term win.
The most-tenured winner is Kim Ki-deok (Democratic Party, Mapo District 4), serving his fifth term after previous wins in the 5th, 8th, 10th and 11th councils. The sole four-term winner is Kim In-je (Democratic Party, Guro District 2), elected in the 9th, 10th, 11th and 12th councils.
The 12 three-term winners are Lee Yeong-sil (Democratic Party, Jungnang District 1; 10th, 11th, 12th), Gang Dong-gil (Democratic Party, Seongbuk District 3; 10th, 11th, 12th), Lee Sang-hun (Democratic Party, Gangbuk District 2; 10th, 11th, 12th), Bong Yang-sun (Democratic Party, Nowon District 3; 10th, 11th, 12th), Seong Heum-je (Democratic Party, Eunpyeong District 1; 10th, 11th, 12th), Lee Byeong-do (Democratic Party, Eunpyeong District 2; 10th, 11th, 12th), Lee Hyeon-chan (Democratic Party, Eunpyeong District 4; 9th, 10th, 12th), Lee Seung-mi (Democratic Party, Seodaemun District 3; 10th, 11th, 12th), Im Man-gyun (Democratic Party, Gwanak District 3; 10th, 11th, 12th), Park Jung-hwa (People Power Party, Seongdong District 1; 9th, 11th, 12th), Lee Suk-ja (People Power Party, Seocho District 2; 9th, 11th, 12th) and Lee Seong-bae (People Power Party, Songpa District 4; 10th, 11th, 12th). Two-term winners total 30 — 18 from the Democratic Party and 12 from the People Power Party. First-term winners total 74, including proportional seats — 51 from the Democratic Party and 23 from the People Power Party.
The 12th Seoul Metropolitan Council members will serve from July 1, 2026, to June 30, 2030. The council will hold its first extraordinary session in July 2026 to elect presiding officers for the first half of the term, including the speaker and standing committee chairs, before beginning full legislative activities.
