Gwangjin-gu to Transform Former District Office Site Into All-Generation Public Sports and Culture Hub

Gwangjin-gu will redevelop the former district office site in Jayang-dong — located at 117 Jayangno and spanning 15,266 square meters — into an all-generation public sports and culture complex designed to serve residents from children to seniors.

The district launched an expert advisory panel in early March to chart a mixed-use development plan for the site, positioning it as a catalyst for growth in the transit-oriented area around Guui Station. Building on that foundation, the district is now pursuing the introduction of the Seoul Metropolitan Government's newly announced "Vitality Charging Center," a senior integrated leisure facility, with the aim of creating a truly inclusive public complex serving not only youth and working-age adults but also the elderly.

The Vitality Charging Center — the centerpiece of Seoul's Vitality Charging Project — is a large-scale, stay-friendly space where an increasingly active senior generation can enjoy leisure and health management under one roof. Gwangjin-gu plans to incorporate the center into the former office site, building infrastructure that allows elderly residents to recharge with top-tier leisure amenities close to home.

The push to introduce the Vitality Charging Center is expected to work in strong synergy with the results of a resident survey the district conducted earlier.

Based on that survey, the district has been prioritizing the four facilities residents most wanted: a multi-purpose sports center with a swimming pool, a public library, a youth complex and a public parking lot. With the addition of a senior leisure hub, the development will be able to deliver comprehensive, lifecycle-tailored public services that are not limited to any single generation.

An expert advisory panel active across urban planning, real estate and architecture is refining a more detailed blueprint grounded in this expanded all-generation integrated development vision. The district plans to analyze spatial arrangements that encourage intergenerational exchange, as well as strategic approaches to linking revenue-generating facilities that satisfy both public and economic objectives, in order to produce an optimal implementation roadmap.

The mixed-use development is expected to dovetail with the advanced business complex project underway in the Guui-Jayang redevelopment promotion district, transforming the area around Guui Station into a new commercial, business and cultural hub for northeastern Seoul.

"When the Seoul Metropolitan Government's Vitality Charging Center is added to the sports and cultural facilities we envisioned through resident consultations, the former office site will become a true landmark for Gwangjin-gu — a place where every generation comes together and connects," district Mayor Kim Kyung-ho said. "We will accelerate development so that all residents, from children to seniors, can enjoy a refined, multifaceted space as part of their daily lives."
