Yoo Jae-hoon, Park Sang-wook, Seol In-bae among former officials in the running; nominating committee to select single candidate as early as August
Competition is heating up for the next president of the Korea Insurance Development Institute, with a large field of candidates from both the public and private sectors entering the race.
According to the insurance industry, the application window for the new KIDI president closed Thursday at 6 p.m., drawing submissions from Yoo Jae-hoon, a former director general at the Financial Services Commission; Park Sang-wook and Seol In-bae, former deputy governors at the Financial Supervisory Service; and Shin Hyun-jun, former president of the Korea Credit Information Services.
Yoo, born in 1968, entered public service through the 39th class of the civil service examination and held posts including head of the FSC's corporate restructuring division, head of the capital markets investigation unit, planning and coordination officer, and director general of the financial consumer bureau. Park served as planning team chief of the non-life insurance inspection bureau and director of the life insurance inspection bureau. Seol rose through roles including head of the insurance sales inspection office and director general of the financial consumer protection bureau before becoming deputy governor for insurance.
However, Yoo faces a potential hurdle: he must clear an employment review by the Public Officials Ethics Committee. Under recent review standards, hiring a candidate from the same government ministry counts as a conflict of interest if it occurs in two of the three most recent appointments to the same institution. Analysts say that despite the large number of former officials in the running, significant variables remain before any of them could actually be appointed.
Among private-sector candidates, Ahn Cheol-kyung, former president of the Korea Insurance Research Institute, stands out as a leading contender. He worked at KIDI for 17 years before heading the research institute, where in 2019 he became the first person in the institute's history to serve a second consecutive term. Je Jong-ok, a research fellow at Kim & Chang, also applied. He began his career at KIDI before moving into broader insurance industry roles, including senior researcher in the insurance supervision division of the Financial Supervisory Commission and a post in the FSC's insurance division.
KIDI has gone eight months without a permanent president since Heo Chang-eon's term ended in November last year. The presidential candidate recommendation committee — composed of eight members, four representatives from member companies and four public-interest members — will conduct document and interview reviews before selecting a single candidate as early as August.
