Two district programs recognized for closing welfare gaps and supporting slow learners
'Good Care Monitoring' and 'Geumcheon-type Slow Learner Lifelong Learning Integrated Support Model' selected as top cases
Geumcheon-gu announced that two of its programs have been selected as outstanding cases in the Seoul Metropolitan Government's "2026 Companion for the Vulnerable Best Practices" awards — one in the livelihood and care category and one in the education and culture category.
The two selected programs are a welfare monitoring initiative that tracks households denied basic livelihood benefits, and an integrated lifelong learning support model for slow learners. The double recognition signals that Geumcheon-gu's policies for vulnerable residents have earned broader acknowledgment.
The Good Care Monitoring project conducts ongoing follow-up with households that applied for basic livelihood security benefits but were denied or had their payments suspended, with the aim of reducing gaps in the welfare safety net.
The district manages 1,443 target households, offering re-consultations and assistance with reapplications. As a result, 101 households were reinstated as basic livelihood security recipients and received a combined 430 million won ($278,000) in livelihood benefits. Particularly well-regarded was the district's proactive approach of continuing to check on households after benefit denials and notifying them when they became eligible to reapply.
The Geumcheon-type Slow Learner Lifelong Learning Integrated Support Model builds a comprehensive support system for people with borderline intellectual functioning — commonly called slow learners — linking them to screening, professional counseling, tailored education and independence support. The program was recognized for treating slow learners not merely as welfare recipients but as individuals capable of growth, and for establishing a customized support framework grounded in lifelong learning.
The results reflect Geumcheon-gu's sustained effort to identify residents who fall through institutional gaps and deliver life-stage-tailored support so that vulnerable people can feel tangible change in their daily lives.
"This recognition is the fruit of consistent on-the-ground efforts for those in welfare blind spots and those marginalized in education," district mayor Yoo Sung-hoon said. "It is meaningful to see that the policies we have pursued are making a real difference in residents' lives."
