From central government support projects to district-specific programs, Gwanak-gu publishes its first comprehensive disability welfare resource guide; voice-conversion barcodes included for visually impaired users to strengthen information accessibility
Gwanak-gu (District Mayor Park Jun-hee) has published "Disability Info Nuri.ZIP," the district's first integrated disability welfare information guide, bringing together a wide range of welfare services and local facility information for people with disabilities in one place.
The guide was designed as a tailored reference resource so that people with disabilities, their families, facility workers, and welfare administrators can quickly and easily find and use the information they need.
The district compiled the guide to reduce cases where residents miss out on benefits simply because they are unaware of available support, and to strengthen information accessibility for people with disabilities. It covers not only central government and Seoul Metropolitan Government support projects, but also Gwanak-gu's own disability-specific programs and everyday lifestyle services, enhancing the guide's practical value.
"Disability Info Nuri.ZIP" covers 84 welfare service projects reflecting the life cycle and daily needs of people with disabilities, along with information on 24 disability welfare facilities within the district.
Key areas covered include asset-building support, daily living, health and medical care, mobility and accessibility, employment and entrepreneurship, childbirth, parenting and education, residential support, and information on local disability welfare facilities.
The guide also includes Gwanak-gu's own specialized programs for residents with disabilities: accident insurance and electric mobility aid insurance support, mobility and tourism activity support, electric mobility aid safety education, AI companion robot care, and a disability newspaper subscription support program.
The district will produce the guide as a PDF and e-book and post it on the Gwanak-gu Office website. It will also be distributed to community centers, disability welfare centers, vocational rehabilitation facilities, and other welfare organizations across the district.
Scanning the QR code on the cover connects directly to the e-book on a smartphone, allowing readers to access the full contents at once. For visually impaired and low-vision users, scanning the voice-conversion barcode printed in the guide with the "VoiceEye" app enables the main content to be heard as audio.
"The most important thing in disability welfare is making sure people know the information they need in time and are connected to actual services," District Mayor Park said. "We will continue to provide thorough guidance so that no person with a disability misses out on welfare services due to lack of information, and we will do our utmost to build a welfare environment where everyone can easily access services."
