Seoul's Sewoon Sangga district to be redeveloped into 49-story mixed-use complex

The area around Sewoon Sangga is set to be transformed into a mixed-use complex featuring a 49-story tower, 999 residential units, officetels and retail facilities.

The Seoul Metropolitan Government said Tuesday that its 6th Urban Redevelopment Committee, which met Tuesday, approved with modifications a revised redevelopment promotion plan for zone 6-4-1 within the Sewoon Redevelopment Promotion District. The district was designated in October 2006 but saw its redevelopment stall for years before a revised promotion plan was adopted in June 2024.

The centerpiece of the revised plan is the creation of a new 19,418.2-square-meter promotion zone combining residential, officetel and retail functions. Under the plan, 999 housing units will be supplied on the site, with pedestrian access improved through links to nearby urban parks and open green spaces. The plan also includes a public contribution measure — installing publicly rented industrial facilities to help existing urban-industry tenants resettle in the area.

The committee also approved with modifications a revised redevelopment promotion plan for zone 6-1-1. That project aims to organically combine office and urban residential functions through high-density mixed-use development while creating open urban spaces connected to the surrounding area.

"We expect this to expand the green spaces and office space that are in short supply downtown, and to breathe new vitality into the entire core of Seoul, including the Sewoon Sangga area," a Seoul Metropolitan Government official said.

Under the architectural plan, the site will house prime-grade large-scale office facilities and officetels, strengthening the area's business functions. The lower floors will bring together a venture business cluster, a creative exchange platform and neighborhood amenity facilities, forming what the city calls an "urban innovation hub" where work, residential, startup, exchange and lifestyle functions reinforce one another.

Alongside the high-rise development, more than 47 percent of the site area is planned as open green space, creating a place for rest in the heart of the city. An urban forest planned for the southwestern side is expected to serve as a cultural and community hub hosting a variety of outdoor events.

"This plan revision will serve as an important catalyst for completing the green ecological downtown envisioned for the entire Sewoon district," said Ahn Dae-hee, head of the Seoul Metropolitan Government's Urban Space Bureau. "We will provide a pleasant pedestrian and green environment through close spatial links with adjacent zones, and continue to strengthen Seoul's global competitiveness."
