Youth policy idea factory opens on South Chungcheong youth portal
South Chungcheong Province is moving to build a youth-led policy system in which young residents serve as active participants in shaping provincial governance.
The province launched an online platform called the "youth policy idea factory" on its South Chungcheong youth portal Wednesday, creating a permanent channel to gather input from young people on an ongoing basis.
The newly established platform marks a shift away from the traditional top-down, administration-driven approach to policymaking. It operates on a bottom-up model in which young people directly propose problems they encounter in daily life and channel those needs into concrete policy ideas.
Any young person living or active in the province may freely submit ideas across the full range of issues affecting youth — jobs, residential conditions, education, welfare, and culture and the arts — without restriction.
In addition, the province plans to introduce an evaluation system in which young people themselves assess the feasibility and effectiveness of submitted proposals, going beyond simple opinion gathering.
Accepted proposals will go through a peer-review process conducted by young residents in the province. Those selected as outstanding will be reviewed by relevant departments and developed into official provincial policies, with budget allocation and project implementation to follow.
The province said it expects the initiative — launched at the start of the ninth elected-term administration — to improve the effectiveness of youth policy and encourage young people to settle in and move to the region by establishing a policy structure driven by youth themselves.
"The most effective solutions to youth issues emerge when the voices of those directly affected are reflected in policy," said Nam Seong-yeon, the province's youth policy officer. "Starting with the youth policy idea factory, we will spare no institutional support to help young people grow into genuine partners in provincial governance."
