This is particularly true in the public sector, where staffing choices drive how institutions function.
Dongdaemun-gu District Mayor Choi Dong-min on Tuesday announced a round of personnel appointments, including political appointees — chief policy adviser Kim Man-ho, public relations policy adviser Yun Deok-hwan and community communications director Seo Jong-myeong — along with transfers of some civil servants.
The moves signal that Choi intends to make communication and public relations a central focus of his administration from the outset.
However, appointing a public relations policy adviser and a community communications director on top of the existing public relations office raises concerns about a redundant, layered structure.
The worry is not unfounded: during the eighth elected-term administration, policy advisers wielded considerable influence, generating internal pushback.
The following are Dongdaemun-gu's second-half 2026 personnel appointments, effective Tuesday.
New appointments: chief policy adviser Kim Man-ho, public relations policy adviser Yun Deok-hwan, community communications director Seo Jong-myeong.
Grade-5 transfers and acting appointments: public relations officer Park Eun-young, chief of staff Choi Gyeong-do, administrative affairs division chief Lee Hye-young, senior welfare division chief Choi Gwang-hyeon, Jangan 2-dong chief Shin Ho-cheol, Imun 2-dong chief Park Bong-gyu, and youth policy and employment division chief (acting) Jeong Eun-young.
