Seoul's First Three-Term Female District Mayor, Kim Mi-kyung, Charts a New Future for Eunpyeong-gu

Kim Mi-kyung was inaugurated as Eunpyeong-gu district mayor on Tuesday, unveiling a "Point, Line, Plane" strategy to guide the district through its ninth directly elected administration and pledging to build "an Eunpyeong where residents' lives shine and where everyone can live as their true self."

In her inaugural address, Kim introduced four notebooks she had filled while canvassing the district during the campaign. "Every entry — the inconveniences residents face, their hopes, and the future of Eunpyeong — will be the driving force behind four years of district governance," she said.

She added that she would "carry the trust of 450,000 residents close to my heart and repay it with real, completed change, approached with even greater humility and passion."

The "Point, Line, Plane" vision forms the core development strategy for the new administration. The plan calls for strengthening everyday welfare that residents can feel directly (Point), expanding the metropolitan transit network and developing residential zones (Line), and forging solidarity with neighboring local governments (Plane) to position Eunpyeong as the central hub of Seoul's northwest corridor.

To improve residents' quality of life, the district will expand the coverage and convenience of its "Aimam Taxi" maternal transport service and "Baekse Call" senior mobility program. Alongside this, it will roll out field-based welfare measures including the installation of "filial-piety benches" for pedestrians with mobility difficulties and the creation of intergenerational playgrounds.

Newlywed couples will receive a comprehensive support package linking first-home setup, housing stability and asset building. The existing "one neighborhood, one university" partnership program will also be expanded into a "one neighborhood, multiple universities" model to more actively apply academic expertise to community challenges.

Key transport projects — including the Goyang-Sinsa Line, the West Line, a bypass road along Tongillo and the Eunpyeong New Road — will be advanced through strategic coordination with relevant agencies.

Tailored development strategies for five residential zones will also move into full swing. The Susaek zone will complete a mixed-use redevelopment around Susaek and DMC stations. The Eungam zone will restore the Nokbeoncheon stream to create a waterfront lifestyle economy linked to the Bulgwangcheon. The Bulgwang zone will be built around Seoul Innovation Park, adding a media performance venue, a public plaza and green space, while a privately run library — the largest in northern Seoul — will anchor a new literary hub. The Yeonsinnae zone will upgrade the transit-oriented area around the GTX-A station and expand startup infrastructure to coincide with the line's opening. The Jingwan zone will bring together the National Museum of Korean Literature, an arts village and a hangul theme park to establish a flagship center for Korean culture.

Eunpyeong-gu will join hands with Mapo-gu, Seodaemun-gu, Jongno-gu and Goyang in Gyeonggi Province to jointly address pressing challenges including metropolitan transit development and major national infrastructure projects. By working together on environmental issues and shared urban infrastructure, the district aims to lead the way in establishing a successful model of "northwest corridor co-prosperity."

"The central goal of the ninth directly elected Eunpyeong-gu administration is to build a city where everyone can fully live as their true self," Kim said. "I will repay the residents who gave me the honor of becoming Seoul's first three-term female district mayor with clear results and real change over the next four years."

I will build a solid foundation for each and every resident's life, connect our neighborhoods organically, and expand Eunpyeong's future onto a broader stage. A city where residents' lives shine — that is the Eunpyeong we will complete together.

Point: I will fill the daily lives of Eunpyeong residents with care. Through Aimam Taxi, Baekse Call, filial-piety benches and intergenerational playgrounds, I will attend to the needs of everyday life. For newlyweds, I will be there from setting up a first home all the way to building assets. And the "one neighborhood, one university" program will grow into "one neighborhood, multiple universities."

Line: I will drive change centered on the transit network and five residential zones. Transport projects — including the Goyang-Sinsa Line, the West Line, the Tongillo bypass road and the Eunpyeong New Road — will be pushed forward with momentum. I will divide Eunpyeong into five residential zones — Susaek, Eungam, Nokbeon, Bulgwang and Jingwan — and bring out the distinct character of each to achieve balanced development.

Plane: I will open a greater future through broader connections. By joining hands with Mapo-gu, Seodaemun-gu, Jongno-gu and Goyang, I will address major national projects and transport challenges and lead a model of shared growth for the northwest corridor.

In the four notebooks I filled while canvassing Eunpyeong during the campaign, I recorded the inconveniences and hopes of residents — and the future of this district. I will carry the meaning of your renewed trust deep in my heart and answer it with completed change.
