Information on publicly supported private rental housing — including notices for additional tenant recruitment — will soon be available on a single platform, ending the need for prospective tenants to check each development individually. Korea Housing Finance Corp. (HUG), which operates the rental real estate investment trust business behind these developments, is working toward launching the service through the Naver Real Estate platform in August, covering 140 complexes. The move is expected to ease information asymmetry in the rental market, as access to key details such as rent levels and additional recruitment notices has long been criticized as inadequate.
HUG is working with Naver to provide information on all publicly supported private rental complexes through the Naver Real Estate platform starting in August, according to the real estate industry. Publicly supported private rental housing refers to rental units built or acquired through "rental REITs" — real estate investment trusts funded by the Korea Housing Urban Fund and private capital — that offer rents below prevailing market rates for up to 10 years.
Initial subscriptions for publicly supported private rental housing across Seoul and the rest of the country are processed through the Korea Real Estate Board's subscription portal. But subsequent notices for additional tenant recruitment and annual rent changes have had to be tracked down separately on individual development websites. As jeonse and monthly rent shortages worsen across the greater Seoul area, demand for publicly supported private rental housing as a residential alternative has grown, yet poor accessibility has created blind spots — leaving units vacant because prospective tenants either cannot get in or are simply unaware that additional recruitment notices have been posted.
In response, HUG considered several options: using existing affiliated public platforms such as the Korea Real Estate Board's subscription portal, the Ministry of Land, Infrastructure and Transport and LH's MyHome portal, and the ministry's integrated waitlist system; building a new platform; or partnering with a private platform. Public platforms posed cost and functional limitations, while a new platform faced budget and timeline constraints, leading HUG to ultimately choose collaboration with a major private platform.
"When posting additional tenant recruitment notices, there was no proper channel, so each rental REIT's property management company would just post on its own website," a HUG official said. "General pre-sale, transaction, and jeonse and monthly rent information is available, but publicly supported rental housing has not been represented on Naver Real Estate — we plan to dramatically improve public access to residential information by providing it through that platform."
The information to be made public through the Naver Real Estate platform will cover the overall status of 140 currently operating rental REIT complexes — 82 in rental operation and 58 in the project launch phase, totaling 95,135 units. Plans call for providing policy overviews and details on the publicly supported private rental housing system, general information on individual complexes including unit types and floor plans, as well as rent levels, eligibility requirements, residential services, tenant recruitment information and links to individual development websites.
The REITs will be responsible for creating and updating rental REIT information, while Naver will receive user inquiries and forward them to the relevant REIT. HUG will handle monitoring throughout the process.
HUG also plans to receive demand indicators from Naver — including page views, saved listings and recruitment notice alert subscriptions — to inform improvements to private rental housing policy and the broader regulatory regime. The service will initially cover policy promotion, basic complex information and additional tenant recruitment notices, with the scope expanding later to include new listings, conversion-to-sale information and vacancy status. The ultimate goal is a phased upgrade that would eventually allow users to submit apartment subscription applications directly through the platform.
"We are preparing to begin providing information in August, but the timing is subject to change depending on circumstances," the HUG official added.
