Chungju ordered to bargain with water meter readers' union

The North Chungcheong Regional Labor Commission has recognized the collective bargaining request of a union representing Chungju's water meter readers and ordered the city to come to the negotiating table.

The ruling is being interpreted as a finding that Chungju acted as the workers' de facto employer despite having outsourced the meter-reading work to a private contractor — a decision that could have broader implications for labor relations involving outsourced workers at other local governments.

According to the Korean Confederation of Trade Unions' Public Transport Workers' Union North Chungcheong chapter, the commission on Thursday granted a petition filed by the Chungju Water Meter Readers' branch of the union. The branch had sought a correction order requiring the city to post public notice of the bargaining request.

The decision effectively recognizes Chungju as an employer, overriding the city's longstanding refusal to bargain on the grounds that the meter readers were independent contractors rather than employees.

The commission did not disclose its specific reasoning, but the union had argued that Chungju assigned meter readers their zones, set their pay rates and exercised broad supervisory authority over their work — all while refusing to bargain by citing the outsourcing contract arrangement.

Under the ruling, Chungju must post notice of the bargaining request on the city hall bulletin board or its website so that other unions and workers may be informed.
