Seoul to introduce 'planning method' in fast-track reconstruction scheme, starting with Changdong Jugong 4 complex

The Seoul Metropolitan Government plans to introduce a new "planning method" to its fast-track integrated planning scheme for apartment reconstruction, with the Changdong Jugong 4 complex set to be the first site. Unlike the existing advisory-focused approach, the revamped system deploys a master planner from the earliest stages of redevelopment planning — a move the industry hopes will accelerate reconstruction at aging complexes that have struggled to gain momentum.

According to industry sources, Seoul will hold its first fast-track integrated planning meeting under the new planning method for the Changdong Jugong 4 complex on Thursday. The city conducted a demand survey in June targeting preliminary reconstruction stakeholders and selected the complex as the first site for the new approach.

Under the planning method, Seoul, the relevant district office, contractors and a master planner collaborate from the outset of the redevelopment planning process to coordinate land-use zoning, traffic and pedestrian flow, public facilities, landscaping and building layout in advance. The goal is to minimize repetitive revision cycles, raise the quality of completed redevelopment plans and speed up the overall process.

Changdong Jugong 4 complex was completed in 1991 and comprises 1,710 units. It is considered particularly challenging to coordinate because of its high proportion of small-unit apartments, an arterial road running through the complex and surrounding parks that create a complicated urban layout.

Industry officials say the complex, as an aging outer-district development dominated by small units, faces low expectations for infrastructure cost recovery and pre-sale revenue, making expert planning and coordination all the more necessary.

"The redevelopment plan determines 80 percent of a reconstruction project's viability — it is the most critical step," an industry official said. "Having a master planner scrutinize the complex with a professional eye will be a great help in finding common ground among the authorities, residents and specialists."

Through the new planning method, Seoul aims to better balance public interest and commercial viability in reconstruction projects while improving the overall efficiency of redevelopment at aging complexes.
