Yangcheon-gu held a capacity-building training session Wednesday afternoon for more than 70 leaders from residents' autonomy councils across its 18 neighborhoods. The event, titled "2026 Residents' Autonomy Council Leadership Capacity-Building Education," took place at the Yangcheon Digital Media Center on the third floor of the district office.
The program was designed to strengthen leadership and decision-making skills among council leaders, promote communication among members and build a stronger foundation for resident-led community governance.
The session followed a practice-oriented format covering operational and communication skills. In the first segment, Kim Il-sik, a Seoul Metropolitan Government-certified residents' autonomy instructor, led a session titled "Conflict Management Every Leader Must Know," covering real-world conflict cases in council operations, resolution strategies, effective decision-making methods and leadership skills. The second segment featured communication specialist Choi Jeong-eun, who ran a team-building program with interactive exercises focused on relationship-building, collaboration and communication.
Before the main session, an exhibition of best practices from residents' autonomy councils in other local governments was on display, with on-site voting open to participants. Attendees reviewed a range of successful cases and explored ways to identify and develop resident autonomy projects suited to their own neighborhoods.
The district plans to continue running capacity-building sessions, best-practice sharing events and communication programs, recognizing residents' autonomy councils as a core governance body through which residents discuss and resolve local issues on their own.
"Residents' autonomy councils are a bridge connecting residents and the administration — a place where residents' voices are gathered and solutions are built together," Yangcheon-gu District Mayor Lee Gi-jae said. "We will continue to actively support residents' autonomy councils so they can serve as a strong driving force for change in our community."
