Seongju-gun submits first supplementary budget of W727b

Seongju-gun in North Gyeongsang Province has submitted its first supplementary budget proposal to the Seongju County Council, increasing the original budget by 59 billion won ($39.6 million), or 8.84 percent, to 727 billion won, the county said Sunday.

By account type, the general account rose 51 billion won, or 8.67 percent, while the special account increased 3.6 billion won, or 5.65 percent. The fund account grew 4.4 billion won, or 28.80 percent.

Revenue increases were driven by 5.9 billion won in non-tax income, 15.3 billion won in local交付税 grants, and 28.9 billion won in national and provincial subsidies and transfer receipts.

Key spending items include 7.16 billion won in victim support funds for high fuel prices, 3.1 billion won for the development of the Seongju 3 general industrial complex, 1.44 billion won to cover the second-half issuance of Seongju Love gift certificates, 500 million won in interest subsidy support for small and medium-sized enterprise operating funds, 200 million won for traditional market development, and 20 million won to support quality ingredients for restaurants.

The budget also reflects 3.03 billion won to support the modernization of protected horticulture facilities, 530 million won to expand energy-saving equipment in protected horticulture, and 800 million won for a program to phase out dog meat farming.

The first supplementary budget proposal is set to go through deliberations at the 300th extraordinary session of the Seongju County Council, which opens Monday, before receiving final approval Friday.

County chief Jeon Hwa-sik said the supplementary budget was drawn up with a focus on stabilizing livelihoods and revitalizing the local economy despite difficult fiscal conditions, prioritizing areas closely tied to residents' daily lives and key local investment projects. "Once the budget is confirmed, we will do our utmost to ensure swift execution so that all projects proceed without delay," he said.
