A record heat wave has brought construction to a standstill at the Changneung district site in Goyang, Gyeonggi Province, silencing a scene normally filled with the sound of hammers and heavy machinery. The site is part of the third-generation new town project, a key national construction initiative set to supply 300,000 homes across the greater Seoul area. The government recommends halting all outdoor work when a major heat wave alert is issued and the perceived temperature exceeds 38 degrees Celsius.
