Geumcheon-gu, led by District Mayor Choi Ki-chan, has selected six "2026 First-Half Proactive Administration Outstanding Cases" — initiatives that resolved residents' inconveniences and improved administrative services through creative and proactive work — and named 10 civil servants behind those cases as "2026 First-Half Proactive Administration Outstanding Civil Servants."
The district evaluated 24 candidate cases from the first half of the year, assessing resident impact, proactiveness, creativity and expertise, the importance and difficulty of each task, and potential for wider adoption.
Votes from residents, staff and the GC Proactive Administration Corps were combined with scores from a review panel to produce a shortlist of six finalists. On July 29, the Geumcheon-gu Proactive Administration Committee heard presentations from project managers and conducted in-depth question-and-answer sessions before selecting one top-tier winner, two excellence winners and three encouragement winners.
The top honor went to Hwang Jun-pil of the Sanitation Administration Division for his "Development and Patent Registration of a Smart Street Sweeper That Measures Waste Collection Volume."
Under the previous system, road-cleaning performance was tracked by mileage and operating hours, making it difficult to objectively verify how much garbage and fine dust had actually been collected.
The newly developed smart street sweeper addresses that limitation by measuring garbage and fine-dust collection volumes in real time. By managing collection data digitally, the district can assign the most suitable sweeper for each road's characteristics and operate its limited cleaning workforce and equipment more efficiently.
The project also drew high marks for developing a fine-dust solidification device that improves on the previous practice of having workers manually bag fine dust discharged from the vehicle. The device reduces the re-dispersal of collected fine dust and improves the health and working conditions of field staff.
The two excellence awards went to Kwon Dong-geun, Lim Chae-hun and Kang Seung-hwan of the Real Estate Information Division for their "Generative AI and OpenAPI-Based One-Stop Automated Land Transaction Permit Application Service," and to Kim Hyun-jin, team leader, and Kwon Da-bin of the Housing Division for their "Swift Resolution of State-Owned Land Issues to Clear Reconstruction Project Delays."
The Real Estate Information Division built an AI-powered auto-fill service for permit applications using generative AI and public data — developed entirely in-house with no budget outlay — cutting completion time from about one hour to roughly 10 minutes. The Housing Division held sustained consultations with relevant agencies to break a deadlock on a reconstruction project whose Seoul Metropolitan Government integrated review had been suspended over a land ownership dispute involving Ministry of National Defense property, securing a conditional approval in 71 days.
The three encouragement awards went to Nam Ju-young, head of Tax Collection Team 1 at the Tax Administration Division, for "Building and Upgrading an AI Tax Consultation Chatbot"; Kim Jeong-hyeon and An Jong-chan, parking planning team leader at the Parking Management Division, for "Instant Parking Fee Reduction Service at Public Parking Lots"; and Jeong Hui-jin of the Welfare Policy Division for "Operation of the Geumcheon Poom-eun Tunteun Center for Preventive Integrated Care."
The 10 civil servants named outstanding proactive administrators are Hwang Jun-pil (Sanitation Administration Division, driver grade 8); Kwon Dong-geun (cadastral grade 8), Lim Chae-hun (cadastral grade 7) and Kang Seung-hwan (cadastral grade 8) of the Real Estate Information Division; Kim Hyun-jin (architecture grade 6) and Kwon Da-bin (architecture grade 8) of the Housing Division; Nam Ju-young (tax grade 6) of the Tax Administration Division; Kim Jeong-hyeon (administrative grade 7) and An Jong-chan (administrative grade 6) of the Parking Management Division; and Jeong Hui-jin (social welfare grade 6) of the Welfare Policy Division.
"The cases selected this time are the fruit of public servants who looked closely at the inconveniences residents face and refused to stay within the confines of existing work practices," District Mayor Choi said. "We will ensure that the employees who used their creativity and expertise to bring about changes residents can feel are properly rewarded and supported so they can continue to work proactively."
