The Changdong Jugong 18 apartment complex in Dobong-gu, Seoul, has become the first reconstruction project within the Changdong·Sanggye land development district unit planning zone to receive approval for a preparatory reconstruction committee, Dobong-gu District Mayor Kim Dong-wook announced.
The approval comes roughly three years after the complex cleared a reconstruction safety assessment in August 2023.
The complex applied to form the preparatory committee on July 16, recording a consent rate of 61 percent among all landowners and property holders — far exceeding the legally required majority. The district granted approval 14 days later, on July 29, formally launching the committee.
Recent amendments to the law now allow the designation of an improvement zone and the formation of a reconstruction association to proceed simultaneously, accelerating the overall timeline. Previously, the association formation process — including preparatory committee approval — could not begin until after an improvement zone had been officially designated.
The complex also plans to apply soon for Seoul's Fast-Track Integrated Planning advisory program, the first step in the improvement zone designation process.
Nearby Changdong Jugong complexes 4 and 19 are also collecting consent forms to establish their own preparatory committees, with plans to complete the process by the end of this year.
"I hope the Changdong Jugong 18 complex serves as a model for the broader Changdong·Sanggye land development district and has a positive ripple effect on reconstruction projects across the Changdong area," district mayor Kim said.
