Seoul Arena reaches 72.5% completion as city inspects key northeast development sites

The Seoul Arena, a K-pop concert venue under construction in Changdong, Dobong-gu, has surpassed 70% completion and remains on track for its target opening in the first half of next year.

The Balanced Development Special Subcommittee of the G3 Seoul Plan Planning Committee visited the Seoul Arena, S-DBC and the Jungnangcheon waterfront on Tuesday afternoon to review progress, the Seoul Metropolitan Government announced Wednesday. The three sites are being developed as cultural and economic anchors for Seoul's northeast.

The G3 Seoul Plan Planning Committee is the city's top-level public-private advisory body, established to identify future growth strategies and policy priorities for Seoul under the ninth elected administration. The Balanced Development Special Subcommittee conducts comprehensive reviews of project frameworks and implementation strategies aimed at producing tangible results in narrowing the development gap between northern and southern Seoul.

The site visit was the subcommittee's first field inspection. It was organized to build momentum behind the city's balanced-development policies — including its "Again, the Golden Age of Gangbuk" initiative — and to explore new directions for growth that residents can feel in their daily lives.

The subcommittee first visited the Seoul Arena construction site to review progress and discuss post-opening operations and local revitalization plans. South Korea's largest dedicated performance venue, the arena was launched in 2009 as part of the "Northeast Renaissance Project" and currently stands at 72.5% completion, with a first-half-next-year target completion date. After opening, it is expected to draw about 2.7 million visitors a year, cementing its status as a K-pop mecca.

From the arena, the subcommittee moved to the Changdong rail depot site in Sanggye-dong, Nowon-gu, to review development plans and progress for S-DBC — Seoul Digital Bio City. The city plans to transform the depot area into a next-generation industrial complex integrating AI, biotech and other advanced industries alongside office, cultural, commercial and leisure functions.

The subcommittee concluded its inspection with a walkthrough of the Jungnangcheon waterfront, which lies between the Seoul Arena and the Changdong depot. The city plans to redevelop the area into a leisure and recreation space for arena visitors and workers at S-DBC tenant companies. Underground construction to bury the Dongbu Expressway through the Changdong-Sanggye section is currently under way, and a connecting bridge linking the Seoul Arena and S-DBC is nearing completion.

Nam Jin, chair of the Balanced Development Special Subcommittee, said Changdong and Sanggye would be reborn as an attractive destination where a K-pop venue, an advanced industrial complex and the Jungnangcheon waterfront come together. He added that the area is expected to grow into a wide-area hub serving the entire northern part of the Greater Seoul metropolitan area.
