South Chungcheong Province builds labor governance framework with union partners

South Chungcheong Province has formally launched work on its third basic labor policy plan (2027–2031), developed in partnership with labor experts from the country's two major union federations — the Korean Confederation of Trade Unions and the Federation of Korean Trade Unions.

The province held the inaugural meeting of the "Third Basic Labor Policy Plan Steering Committee" on Friday at the Aureum South Chungcheong Community Platform in Naepо New Town, with about 60 participants including labor organizations, experts, research institutions, civic groups, and labor-management-civil-government representatives.

The third basic labor policy plan is intended to serve as a roadmap for regional labor policy, comprehensively covering a vision and goals, core policy tasks for protecting the rights of vulnerable groups and general workers, financing arrangements for implementing the plan, and labor-related investigation, research and education initiatives.

The steering committee is considered significant because both major union federations are participating together, establishing a provincial-level labor policy governance structure. The arrangement is expected to ensure that firsthand voices from the field are reflected in policy in a balanced way, as the province works to respond to a rapidly changing labor environment and realize its vision of "a South Chungcheong Province that connects with its residents."

The committee will be co-chaired by the province's director of economic and trade affairs and the chair of the provincial labor policy council, and will operate through four to five subcommittees organized by policy area.

The committee will remain active through the end of the year, drawing on an assessment of the second basic plan and an analysis of the current labor environment to identify and present the policy vision and key tasks for the third plan.

The province will also run an eight-member "Labor Policy Planning Team" to handle overall coordination, and plans to commission work from the South Chungcheong Labor Rights Center and specialized research institutions in parallel, with the aim of strengthening policy expertise and effectiveness.

Through the steering committee, the province plans to complete a draft of the basic plan by next month, then hold expert forums, sector-specific policy forums, and a comprehensive labor policy forum in September and October to gather broad public input.

The plan will then go through a final review by the South Chungcheong Labor Policy Council before the third basic labor policy plan is officially confirmed and announced in December.

"Active participation from labor groups and experts working in the field is essential to building a South Chungcheong Province where labor is respected," a provincial official said. "We will communicate closely with diverse stakeholders, including both major union federations, to establish a plan that can improve the quality of life for all workers in the province."
