Gangdong-gu in Seoul (district mayor Lee Su-hee) will hold a series of practical lectures on urban renewal projects at Gangdong Community Center on Aug. 31 and Sept. 1.
The lectures will cover key issues in redevelopment and reconstruction projects, including contractor selection, construction cost disputes and estimated cost-sharing calculations.
The Aug. 31 session, beginning at 2 p.m., will feature Jo Seung-yeon, chief of HnC Construction Research Institute, presenting a practical lecture on contractor selection. The session will walk participants through the contractor selection process and key considerations at each stage, as well as what to look for when reviewing bid proposals. It will also cover major dispute cases involving construction cost increases, along with prevention strategies and resolution methods drawn from real project experience.
A second lecture, linked to the Seoul Metropolitan Government's Urban Renewal Academy, will follow on Sept. 1 at 6:30 p.m. Kim Hak-ju, chief of MUM Partners, and Shin Gwang-cheol, vice chairman of Tongil Appraisal Corporation, will explain the concepts and calculation structures behind estimated cost-sharing and proportional ratios, as well as appraisal methods for pre- and post-project assets, using actual case studies.
Any union member or resident with an interest in urban renewal projects may attend. Each session will accept approximately 300 participants, and admission is free. Residents may register for both sessions online via the QR code posted in the notice on the Gangdong-gu district office website.
A total of 520 residents and industry workers took part in the four-session academy held from July 2 to July 23.
The first session covered procedures for reconstruction, redevelopment and Moa Town projects; the second addressed points to note when establishing a promotion committee and union and selecting a contractor. The third session examined dispute cases arising during project implementation and management and disposition authorization, while the fourth covered questions residents commonly raise in the field, including the transfer of union member status and cash settlement.
The curriculum went beyond laws, regulations and procedures to include real-world conflicts, disputes and key decision-making cases from actual project execution. A post-session survey found that 88.6 percent of participants were satisfied with the lectures, 88.9 percent said the sessions helped them better understand urban renewal projects, and 93.3 percent said they would attend again.
To advance its core goal of "faster reconstruction and redevelopment" under the ninth elected-term administration, the district held separate task force meetings — a reconstruction TF on July 3 and a redevelopment TF on Aug. 10 — to share progress updates on individual complexes and discuss solutions to key issues.
The district plans to expand its existing consultative body, which had focused primarily on reconstruction in the Myeongil-dong area, to cover redevelopment, remodeling and Moa Town projects, and to strengthen administrative support tailored to each project type and stage. It also intends to regularize the meetings to quickly coordinate cross-departmental issues, and to deploy a dedicated urban renewal advisory panel to provide customized support to complexes requiring specialized guidance on legal, planning or architectural matters.
A Moa Town TF meeting is scheduled for Wednesday, followed by a remodeling TF meeting on Sept. 1, at which officials will review project-specific issues and discuss support measures. The district will link resident education with TF-based administrative support to ensure urban renewal projects proceed in a stable and timely manner.
"We will faithfully provide the information residents need to accurately understand urban renewal projects and make sound decisions," district mayor Lee said. "We will do our utmost to ensure that projects move forward in a stable and swift manner through administrative support tailored to each project stage and systematic management of key issues."
