Seoul's Eunpyeong-gu has submitted a second supplementary budget for 2026 totaling 1.34 trillion won ($968 million) to the Eunpyeong-gu Council.
The supplementary budget represents an increase of 39.8 billion won, or 3.1 percent, over the original budget of 1.3 trillion won.
Funding sources include net surplus carry-forwards from the fiscal year 2025 settlement, general adjustment grant additions, national and city government subsidies, and reallocations from projected underspending in existing expenditure accounts.
The district has prioritized three spending areas in the supplementary budget: 12.4 billion won for social welfare, including support for vulnerable groups; 4 billion won for public health, including programs to improve residents' health; and 1.6 billion won for local infrastructure, covering traditional market revitalization, expansion of sports facilities and repairs to aging infrastructure.
Within the social welfare allocation, the district has set aside 3.2 billion won for parental benefit support, 2.8 billion won for basic livelihood benefits, 2.1 billion won for residential benefits and 2.1 billion won for disability activity support, with the aim of strengthening life-stage-tailored welfare and the social safety net.
The public health allocation includes 1.2 billion won for maternal and newborn health management support, 600 million won for postpartum care expense subsidies and 500 million won for COVID-19 vaccine purchases, all directed at improving residents' overall health.
For local infrastructure, the district has budgeted 500 million won to improve parking conditions in the Yeonsinnae shopping district, 100 million won for traditional market development and safety management, 30 million won for a design study on a runner support space along Bulgwangcheon stream, 100 million won to build a tennis court on idle land at the Jeungsan stormwater pumping station, and 500 million won for sewer facility repairs and stormwater drain dredging.
The supplementary budget is set to go before the Eunpyeong-gu Council at its 325th regular session in September and is expected to be finalized on Sept. 21.
"This supplementary budget was drawn up with careful attention to the areas residents need most — welfare, health and everyday infrastructure — even under difficult fiscal conditions," Eunpyeong-gu District Mayor Kim Mi-kyung said. "We will make efficient use of limited resources to deliver changes that residents can actually feel."
