Seocho-gu will hold a public hearing Monday at 3 p.m. in the main auditorium of the Seocho-gu Office on the draft strategic environmental impact assessment for the Wirye–Gwacheon Regional Railway private investment project.
The hearing has been organized under the Environmental Impact Assessment Act to gather broad public input. Officials will present an overview of the project and the key contents of the Ministry of Land, Infrastructure and Transport's draft strategic environmental impact assessment, followed by a question-and-answer session to hear residents' views.
The Wirye–Gwacheon line is a privately financed regional railway project linking Seoul's Seocho-gu, Gangnam and Songpa-gu with Gwacheon and Seongnam in Gyeonggi Province. The line is planned in three segments — Line A (Government Complex Gwacheon to Yangjae Citizens' Forest, 8.24 kilometers), Line B (Yangjae Citizens' Forest to Apgujeong, 6.97 kilometers) and Line C (Yangjae Citizens' Forest to Beopjo Town, 13.04 kilometers) — for a total length of 28.25 kilometers. The draft assessment is open for public notice and inspection from Wednesday through Sept. 15 at the Seocho-gu Office's Climate and Environment Division and the Yangjae 1-dong and 2-dong community centers.
Residents who wish to submit comments on the project may do so until 6 p.m. on Sept. 22, either by filling out a written opinion form available at the inspection sites or by registering comments on the Environmental Impact Assessment Information Support System at eiass.go.kr. The district office will forward all submitted opinions to the Ministry of Land, Infrastructure and Transport to ensure they are fully reflected in the project implementation and environmental review process.
Meanwhile, the district has been running a 100-day initiative called "Seocho Golden Age 2 — Fast Start" from July 1 through Oct. 8 to accelerate key campaign pledges following the launch of the ninth elected-term administration. The initiative aims to quickly lay the groundwork for priority growth areas including reconstruction, AI industry, youth policy and private mixed-use development. In the private mixed-use development sector in particular, the district plans to actively collect public input on major projects including the Wirye–Gwacheon regional railway and work closely with relevant agencies to advance development and improve residents' quality of life.
"The Wirye–Gwacheon regional railway is an important matter that will have a significant impact not only on residents' transportation convenience but also on their living environment," District Mayor Jeon Seong-su said. "Through this hearing, we will listen carefully to residents' opinions and do our best to communicate continuously with the relevant agencies so that the project can move forward as planned as quickly as possible."
