Seoul's Jung-gu has been using its neighborhood conflict mediation program to resolve disputes that might otherwise escalate into serious confrontations between residents — most recently settling a ventilation shaft dispute that had pitted neighbors against a local accommodation facility.
The district has sharpened the speed and effectiveness of its mediation by building a cooperative network with community mediators and specialist organizations.
The trouble began in Gwanghui-dong, where a building renovation left debris blowing from a ventilation shaft onto neighboring residents. The building was a foreigner-oriented lodging facility with restricted public access, making direct contact between the parties nearly impossible.
Jung-gu's conflict management team stepped in, visiting the site and posting a notice about the mediation program on the building's entrance before waiting for a voluntary response. The building's management eventually contacted the district office, opening a channel for dialogue. Through mediation and interviews, a ventilation shaft cover was installed within two days — a dispute that could have dragged on for months was resolved quickly.
Launched in 2023, the mediation program is a Jung-gu initiative that helps neighbors resolve everyday disputes — over noise between floors, smoking, garbage, parking and water leaks — through dialogue. To ensure impartiality, a community participation body accompanies officials at every on-site visit.
For water leak disputes, where pinpointing responsibility is often difficult, the district has strengthened its response by partnering with specialists. Jung-gu signed an MOU with the Korea Leak Detection Association, under which experts accompany district staff on site visits to diagnose the precise cause and advise on solutions.
The program completed a total of 46 dispute mediations through last month. By category, noise between floors was the most common, followed by water leaks, pet-related complaints and smoking. Other cases covered a range of everyday conflicts, including disputes over trees, outdoor air-conditioning units and improperly stored belongings.

"Conflicts between neighbors are being transformed into dialogue and understanding through the mediation program," Jung-gu District Mayor Kim Gil-sung said. "We will continue to support dispute resolution through the program to protect the peaceful daily lives of our residents."
