Nowon-gu District Mayor Seo Jun-oh will hold a series of staff communication sessions from Friday through Sept. 11.
The sessions aim to foster a more flexible and horizontal organizational culture through direct dialogue between the district mayor and employees, while building shared understanding of the ninth elected-term administration's vision to sustain momentum in district governance.
The sessions will run over eight rounds, with participants divided by job category and grade. The format reflects the view that workplace difficulties vary by role and rank, and that candid communication is harder to achieve in large all-hands gatherings.
Participants will be selected from employees who sign up through the internal administrative portal. The chief of staff, head of administrative support and personnel team leader will also attend to help identify practical improvements to working conditions after hearing staff concerns.
At the first session on Friday — held for Grade 9 administrative staff — employees spoke openly with the district mayor, a figure they rarely have the chance to meet directly, sharing their concerns and asking questions they had long wanted to raise, creating a warm and relaxed atmosphere.
Kim Ga-min, an administrative officer from the Sanggye 6·7-dong community center, opened by thanking the district mayor for his concern about staff working conditions during a recent visit to the center.
Seo responded, saying he would "quickly identify and improve employee safety and working conditions."
The sessions will continue through Sept. 11. Employees newly transferred to Nowon-gu under the Seoul Metropolitan Government's integrated personnel reshuffle for science and technology positions will be hosted at a separate luncheon.
"Just as communication is essential for an administration that residents can feel, communication among staff is equally essential for an organization that works for residents," Seo said. "I will establish an organizational culture of sincere dialogue — one that reaches across job areas and ranks alike."
