Policy finance, tech innovation and export support to be linked in bid to make province a national manufacturing innovation hub
South Chungcheong Province is drawing up a blueprint to become a national manufacturing innovation hub by combining AI-driven industrial transformation with policy finance and export support functions.
The provincial government announced Monday that it has designated the economic and industrial cluster as its priority target in the central government's second round of Greater Seoul public institution relocations, and will pursue the transfer of 14 institutions — including the Industrial Bank of Korea, the Export-Import Bank of Korea and the Korea Trade Insurance Corporation.
The strategy is to use the relocations as an opportunity to concentrate policy finance, industrial technology and export support functions in one place, raising the competitiveness of the country's manufacturing sector and establishing an industrial innovation hub.
South Chungcheong Province is already a manufacturing heartland, home to the country's leading industries including semiconductors, displays, automobiles and petrochemicals.
In the first half of this year, the province recorded exports of $97.8 billion — 19.7 percent of the national total of $496.3 billion — ranking second nationwide behind Gyeonggi Province. Memory chips alone accounted for $59.2 billion of that figure, underscoring the province's role as a driver of national exports.
The province recently identified the economic and industrial cluster as a core strategy for securing future industrial competitiveness, and has built its relocation push around two pillars: policy finance and industrial development.
The approach reflects a growing need to build an industrial ecosystem equipped not only with technology development capabilities but also with finance, investment and export support functions — all essential for responding to shifts in the industrial landscape driven by AI-based transformation, supply chain restructuring and carbon neutrality goals.
On the policy finance side, the Industrial Bank of Korea, the Export-Import Bank of Korea, KOTRA and the Korea Trade Insurance Corporation (K-SURE) would anchor support for corporate investment and exports.
On the industrial development side, the Korea Institute of Science and Technology and the Korea Institute for Small and Medium Enterprises and Startups would be brought in to support technological innovation and industrial transformation.
The key advantage of clustering these institutions in South Chungcheong Province, officials say, is the ability to closely connect the needs of businesses and factory floors with policy finance, research and development, and export support functions.
Among the institutions the province is most actively pursuing is the Industrial Bank of Korea. South Chungcheong Province has a manufacturing-centered industrial structure but no regional bank of its own, and expanding its policy finance base to support industrial transformation and corporate growth has long been identified as a pressing challenge.
The second round of public institution relocations presents an opportunity to address that financial gap. If the Industrial Bank of Korea relocates alongside the Export-Import Bank of Korea, K-SURE and KOTRA, the province could build an integrated support system covering corporate investment, export finance and overseas market entry.
Should Korea Venture Investment also join the move, officials expect the province could further expand the supply of venture capital for technology-based startups and innovative companies.
The central government is pursuing AI-driven transformation and advanced manufacturing innovation as a national growth strategy. Deploying policy finance, research and development, and industrial support functions on top of an existing manufacturing base is seen as an effective way to strengthen not only South Chungcheong Province but the country's manufacturing competitiveness as a whole.
South Chungcheong Province, with its concentration of advanced manufacturing facilities and large-scale production sites, is well positioned to apply research outcomes directly to industry and bring them to commercialization.
If institutions such as the Korea Institute of Science and Technology and the Korea Institute for Small and Medium Enterprises and Startups relocate to the province, officials say, they could forge close links between cutting-edge research and the factory floor, building an industrial innovation ecosystem that stretches from technology demonstration and commercialization through to small and medium-sized enterprise innovation.
"South Chungcheong Province is home to the country's key industries, and changes on the factory floor are directly tied to national industrial competitiveness," a provincial official said. "By organically linking policy finance, technological innovation and export support functions around the economic and industrial cluster, we will build South Chungcheong Province into a hub for manufacturing innovation in Korea."
