Gangbuk-gu Locks In Practical, Results-Driven 2026 Work Improvement Plan

Seoul's Gangbuk-gu has finalized its "2026 Gangbuk-gu Work Improvement and Efficiency Plan," a sweeping administrative overhaul aimed at consolidating, adjusting or scrapping programs that have shown limited results or have been carried out simply out of habit.

The plan was designed to boost administrative efficiency by boldly restructuring routine, repetitive or overlapping tasks, and to redirect the freed-up budget and administrative capacity toward the district's core projects under the ninth elected-term administration. The district said the goal is to build an administrative framework capable of proactively responding to a changing governance environment and increasingly diverse resident needs.

The district identified three strategic directions: integrating overlapping functions and improving work procedures to drive practical administrative innovation; restructuring routine and repetitive tasks to deliver tangible results for residents; and securing policy momentum to adapt to shifts in the administrative environment.

To that end, the district conducted a department-by-department review of all ongoing policies, systems and projects from July through August, identifying areas for improvement. Submitted projects were comprehensively evaluated for necessity, effectiveness, duplication and potential for budget savings before being finalized through a policy deliberation committee.

As a result, the district improved the operating methods of 56 projects in total — abolishing, consolidating or adjusting inefficient ones — and expects to save more than 1.1 billion won ($812,000) through the changes.

One of the most notable improvements involves the "Gangbuk Oasis" program. Previously run by stocking refrigerators with bottled water for distribution, the program has been redesigned around the installation of outdoor water purifiers and ice makers. The change is expected to cut costs and administrative burdens associated with purchasing and transporting bottled water, while also encouraging the use of tumblers and reusable containers to reduce single-use plastic waste.

In addition, a number of similar, consumption-oriented festivals that had been run separately will be consolidated and reorganized. By pooling dispersed budgets and personnel, the district plans to improve operational efficiency while also raising the quality and competitiveness of its events.

The district will incorporate the project-specific improvements finalized in this plan into its "2027 Key Business Plan" and main budget, channeling the administrative resources — budget and personnel — freed up through program reductions and consolidations into the core projects of the ninth elected-term administration.

The district also plans to continuously monitor the implementation status and improvement effects of each project to ensure that greater efficiency translates into tangible outcomes for district governance.

"As the administrative environment and resident needs have changed, we need to take a fresh look at existing operations from the ground up," Gangbuk-gu District Mayor Jeong Chang-su said. "We will boldly restructure work that has simply been carried on out of habit, and concentrate the resources and administrative capacity we secure on the core projects that change residents' lives — building an administration that is judged by its practicality and results."
