District mayor presides directly over review of four redevelopment zones' key issues and delays
Quarterly and monthly meetings to strengthen project progress management
Gwanak-gu held its first "Redevelopment Project Progress Meeting" on Thursday to shorten the time needed to complete urban renewal projects in the district.
District Mayor Park Jun-hee personally reviewed key issues in each of four housing redevelopment zones — Sillim Zone 7, Bongcheon Zone 13, Bongcheon Zone 14 and Bongcheon Zone 4-1-3 — sharing concerns and obstacles that arose during project implementation with association representatives and discussing ways to accelerate progress.
The meeting brought together association heads, conflict management officers, maintenance contractors and construction firms to examine the status of each zone's project and exchange views on resolving delays and ensuring smooth progress.
For Sillim Zone 7, which requires improved project viability due to a low floor-area ratio, the district proposed a revision to the maintenance plan incorporating the "2030 Seoul Metropolitan Government Residential Environment Improvement Master Plan" and applying adjusted profitability coefficients and relaxed public-contribution ratio standards. The proposal won broad agreement from the association.
For Bongcheon Zone 13, officials discussed consolidating underground parking facilities to improve project viability. For Bongcheon Zone 14, the district agreed to actively review whether the floor-area ratio could be raised through tenant loss-compensation incentives, as well as a request for partial demolition to speed up the project.
"There were growing concerns that increasingly complex procedures would delay the project," one association representative at the meeting said. "It is a great encouragement to have the district directly listen to voices from the field and work together on solutions."
Going forward, Gwanak-gu plans to hold the district-mayor-led progress meeting quarterly for each type of redevelopment project. Zones requiring intensive management will be monitored monthly through a closer-contact meeting format involving association representatives and relevant department staff.
In July, the district established a "Rapid Redevelopment Support Team" directly under the district mayor to oversee project applications, progress management, conflict resolution and advisory services. The team also visits stalled project zones in person to seek solutions where resident disputes or legal conflicts have caused delays.
To further strengthen the redevelopment support framework, the district plans to reorganize its housing division in January 2027, splitting the existing housing section into a rapid residential redevelopment division and a housing management division. The former will handle all aspects of redevelopment projects, while the latter will focus on housing management, raising expertise and accountability in each area.
"Redevelopment projects are a critical task directly tied to residents' housing stability and quality of life," Gwanak-gu District Mayor Park Jun-hee said. "I will do my utmost to personally review the progress of redevelopment projects and, together with the Rapid Redevelopment Support Team, eliminate delays so that residents can feel the results firsthand."
