Seoul Arena set to ignite Changdong's economic engine

Changdong in Seoul's Dobong-gu is gearing up for a new chapter ahead of the Seoul Arena's scheduled opening in 2027.

Once the Seoul Arena opens, about 2.7 million visitors are expected to come to Changdong each year. Dobong-gu plans to keep concertgoers eating, exploring and staying in the neighborhood, channeling that energy into the local commercial district, tourism, businesses and jobs.

"The world within Seoul, Seoul within Dobong" — world-class culture converging on Dobong and fueling local economic growth. The Changdong economic engine is beginning to turn.

The arena's opening will bring new momentum to the commercial district around Changdong Station.

Dobong-gu will pursue revitalization of the local business district by leveraging K-food and the nighttime economy, drawing visitors heading to and from performances into neighborhood restaurants, cafes and shops.

The district also plans to fill the hours before and after shows with street performances, cultural and arts content, and festivals tied to the Seoul Arena, giving visitors more reasons to linger in Changdong.

The street connecting Changdong Station to the Seoul Arena will itself be transformed into a cultural corridor. Through the Seoul Metropolitan Government's design and landscape project, a cultural arts street blending K-pop, media art and nighttime scenery will be created. Spaces for visitors and fans to rest and connect will be built in, and pedestrian safety measures for large crowds will be incorporated into the design.

Tourism and lodging infrastructure will also be expanded. The district plans to extend visitors' itineraries toward local attractions such as Dobongsan, promote home-stay tourism for foreign visitors, and increase accommodation options through development projects in the Changdong area.

Changdong is shifting from a place people visit only for a show to one where they eat, enjoy themselves and stay.

Beyond a concert venue — a hub for the K-culture industry

The transformation centered on Seoul Arena extends well beyond performances and tourism.

Dobong-gu plans to attract culture, performance and entertainment companies to Changdong and connect them to new industries and jobs, building a K-culture industry ecosystem.

To that end, the district is pursuing designation of an approximately 350,000-square-meter area around Changdong Station as a "Changdong Special Development Promotion Zone," covering the sphere of influence of key anchor facilities including Seoul Arena, the Changdong private station building, Changdong Aurene, Seed Cube Changdong and Hanaro Mart.

Once designated, companies in culture, performance and entertainment would receive incentives including local tax reductions, business financing support, and relaxed floor-area and building-coverage ratios. The district is working through the relevant procedures with a target designation date of March 2028.

On that foundation, the district plans to attract cultural content companies and talent to Changdong and create new jobs.

Boosting vitality while protecting residents' daily lives

The district is also taking proactive steps to address quality-of-life concerns tied to the arena's opening, including traffic congestion, crowd density and performance noise.

A smart crowd-management system will be installed around Seoul Arena to detect and analyze crowd density in real time and enable rapid responses to congestion. The district also plans to develop traffic and safety measures for performance days, improve pedestrian conditions around Changdong Station and maintain cleanliness in the area.

Issues linked to Seoul Arena will be handled through the Changdong Economic Engine Task Force, which held its inaugural meeting on Aug. 26. The task force brings together relevant district office departments, residents, experts, Seoul Arena Co., police, fire department officials and local merchants to comprehensively discuss and find solutions covering commercial revitalization, tourism, culture, traffic and safety.

Seoul Arena is expected to become more than a concert venue — a new growth hub that nurtures both the culture and economy of Changdong. The transformation of Changdong toward "the world within Seoul, Seoul within Dobong" has begun.
