Commuters boarded city buses at the Seoul Station transit hub in Jung-gu, Seoul, on Tuesday, one day before the Seoul city bus workers' union is set to launch a full strike. The union has said it will walk off the job starting with the first buses Wednesday if wage negotiations are not concluded by the end of Tuesday.
