Ssangmun Hanyang 1 becomes Dobong-gu's first project to file for integrated deliberation under fast-track planning

The Ssangmun Hanyang 1 apartment complex in Dobong-gu, Seoul, has become the first project under the district's fast-track integrated planning program to enter the integrated deliberation process, marking a new milestone in the area's urban renewal push.

Dobong-gu said it accepted the integrated deliberation application filed by the Ssangmun Hanyang 1 Apartment Reconstruction and Improvement Project Association on Sept. 15.

The Ssangmun Hanyang 1 complex has been widely recognized as a model reconstruction project — not only within Dobong-gu but across Seoul — for the speed at which it has advanced.

Under the project, the complex will be redeveloped into a large-scale residential development with 4 below-ground and 38 above-ground floors, comprising 1,166 apartment units and associated community facilities. The integrated deliberation plan was drawn up by ANU Design Group Architecture Office.

The integrated deliberation regime allows committees from multiple fields — including architecture, urban landscape and transportation — to simultaneously review and coordinate the approvals required for a project implementation plan authorization.

Compared with the previous approach, in which each field's review was conducted sequentially and designs had to be repeatedly revised to reflect the feedback of individual committees, the new system dramatically shortens the overall deliberation period.

The district plans to consult with relevant departments and agencies on roads, parks and transportation, address any outstanding issues, and then submit the finalized plan to the Seoul Metropolitan Government.

To accelerate the project, the association is pursuing contractor selection in parallel with its integrated deliberation preparations. It aims to complete both the deliberation submission and the contractor selection by the end of this year.

Dobong-gu District Mayor Kim Dong-wook said he was deeply pleased to see the district's first fast-track integrated planning project reach the integrated deliberation stage, and pledged that the district would provide full administrative support — including through its urban renewal expert advisory panel — to ensure the reconstruction proceeds without a hitch.
