District maps out three goals and five policy areas across 115 campaign pledges for its ninth elected-term blueprint
Retaining existing district vision to reduce administrative costs and sharpen focus on core policies
Eunpyeong-gu in Seoul confirmed a list of 115 campaign pledges Monday, laying out the blueprint for the district's ninth elected-term administration.
The district also said it would carry over the eighth-term governing vision — "Eunpyeong, the Center of Tomorrow, the Change" — into the new term.
The finalized pledges represent the largest set of campaign commitments in the district's history. To deliver on them, the district has set three overarching goals — a city of future advancement, a city of vibrant culture and a city of happy inclusion — organized across five policy areas: an Eunpyeong that opens the future, an Eunpyeong full of vitality, an Eunpyeong that deepens learning, an Eunpyeong with room to rest and an Eunpyeong with warmth.
The ninth-term pledges are designed to maintain continuity with key policies from the eighth term while responding to the diverse needs of residents.
Major projects include urban competitiveness initiatives such as "Eunpyeong-style Step-by-Step Development" for accelerating redevelopment and reconstruction, an expansion of the wide-area transportation network in the northwestern Seoul corridor, and the creation of a waterfront cultural and local economic zone along Bulgwangcheon stream. Resident-focused initiatives cover building a public healthcare and care safety net, child-rearing support services and community-based care for elderly residents.
By retaining the existing district vision rather than replacing it, the administration aims to maintain a consistent direction and governing philosophy while improving administrative continuity and predictability. The decision also eliminates the costs associated with rebranding, freeing up resources to concentrate on pressing issues and core policy priorities.
"These pledges faithfully reflect what residents told us they truly need — the largest set of commitments we have ever made," Eunpyeong-gu District Mayor Kim Mi-kyung said. "We will focus on eliminating unnecessary budget waste, raising the quality of our policies and further strengthening Eunpyeong's future competitiveness."
