From site selection through district designation and public-support committee formation to association approval, the project covering the area around 461 Mangubong-dong will move forward with contractor selection and subsequent procedures for 1,249 units.
Jungnang-gu approved the establishment of a redevelopment association for the Sangbong Zone 13 housing redevelopment project, covering the area around 461 Mangubong-dong, on Sept. 14.
Sangbong Zone 13 spans 49,586.19 square meters around 461 Mangubong-dong and is set to include 1,249 apartment units — 270 of which will be rental units — in a complex ranging from two basement floors to 37 above-ground floors, along with ancillary welfare facilities.
The zone was selected in December 2022 as a second-round candidate site under the fast-track integrated planning scheme, after which it went through the integrated planning and improvement plan formulation process before receiving conditional approval from the Seoul Metropolitan Government's Urban Planning Committee in December 2024. It was then designated as an improvement zone in March 2025, and a promotion committee was formed under Jungnang-gu's public-support framework, receiving approval as an association establishment promotion committee in October of that year.
Procedures for formally establishing the association followed. In April this year, a committee convened to verify estimated cost contributions for the association's formation, and consent forms were authenticated and assigned serial numbers. A founding general assembly was held Aug. 22, and association establishment approval was completed Sept. 14.
With the association now approved, it will drive the redevelopment project going forward. Next steps include selecting a contractor, followed by integrated review and approval of the project implementation plan.
Jungnang-gu District Mayor Ryu Gyeong-gi said the zone had worked through each required step — from improvement district designation and promotion committee approval to the association establishment approval now in hand. "We will support coordination with relevant agencies and various licensing procedures so that subsequent steps, including contractor selection and reviews, can proceed smoothly, and we will continue to communicate closely with residents," Ryu said.
