Ministry of Land follows up on fast-track housing supply plan
Six transit-oriented sites, five low-rise residential sites designated
A 93,262-square-meter site north of Hyochanggongwonap Station in Yongsan-gu, Seoul, will be transformed into roughly 4,000 housing units through an urban public housing mixed-use project. New housing will also be built through similar projects near Mangwon Sports Park in Mapo-gu and east of Isu Station in Seocho-gu.
The Ministry of Land, Infrastructure and Transport said Wednesday it had selected a total of 11 new candidate sites for urban mixed-use projects, including those locations, as a follow-up to its fast-track housing supply plan. The urban mixed-use scheme allows publicly led redevelopment to proceed quickly by skipping steps such as association formation and management and disposal planning, while offering incentives including higher floor-area ratios compared with private redevelopment projects.
The 11 selected sites include two in Gwangjin-gu and one each in Gangseo, Guro, Mapo, Seocho, Seongbuk, Songpa, Yangcheon, Yongsan and Eunpyeong districts. The total planned housing supply across all sites stands at about 18,000 units.
By development type, six sites fall under the transit-oriented, high-density residential-commercial category, while five are classified as low-rise residential areas.
The candidate site north of Hyochanggongwonap Station in Yongsan-gu is adjacent to the station, which offers transfers between Line 6 and the Gyeongui-Jungang Line, giving it strong transit access. The site is expected to accommodate about 4,040 housing units.
The candidate site near Mangwon Sports Park in Mapo-gu, which will be developed as a low-rise residential project, marks the first urban mixed-use project in Mapo-gu. Located within a 10-minute walk of Mangwon Han River Park and close to the Gangbyeonbuk-ro expressway, the site is considered well-suited for residential living with good transport links. It is planned to include 940 units.
The site east of Isu Station is Seocho-gu's first urban mixed-use candidate. It will supply 918 units and is noted for its convenient access to Isu Station, where Lines 4 and 7 intersect.
Other designated sites include a 44,620-square-meter plot east of Achasan Station, slated for 1,663 units; a 117,900-square-meter site south of Yeomchang Station, planned for 4,222 units; an 86,111-square-meter plot east of Hwagok Station, set for 2,335 units; and a 31,229-square-meter site west of Baengnyeonsan in Eungam-dong, Eunpyeong-gu, earmarked for 961 units.
The ministry plans to hold community briefings on the newly selected candidate sites in October, pursue formal district designation in the first half of next year, and push to begin construction in the second half of 2030.
In addition, the ministry will launch a new round of applications targeting the greater Seoul metropolitan area in the first half of next year. Sites not selected this time may reapply after addressing shortcomings such as securing resident consent rates and adjusting district boundaries.
The ministry said it had received 44 resident-proposed sites for the Seoul round, then narrowed the list to 11 final candidates through expert review covering statutory requirements including building age and project viability.
Earlier this month, the ministry designated two sites — west of Goeunsan in Seodaemun-gu and near Gangseo High School in Mok 4-dong, Yangcheon-gu — as mixed-use districts. On Wednesday, it added three more: the Songjeong-dong community center area, the Nokbeon-dong neighborhood park area and Singil 4, bringing the total confirmed housing supply from district designations to 11,818 units.
With these additions, urban mixed-use projects are now under way at 47 sites nationwide, with a combined planned supply of about 85,000 units. Among them, the 3,500-unit Incheon Jemulpo Station mixed-use district is on track to break ground before the end of the year, marking a visible step forward for a program that has been in development since 2021.
"Urban mixed-use projects are a core redevelopment tool for quickly meeting residential demand in city centers," said Jung Woo-jin, head of the Ministry of Land, Infrastructure and Transport's Housing Supply Promotion Bureau. "As we pledged to expand the program through the Aug. 13 measures, we will provide support to ensure that follow-up steps — including district designation and project plan approval — proceed without delay, going beyond simply selecting candidate sites."
