Gwangjin-gu's Junggok 1-dong Zone A Set for 2,200-Unit Waterfront Residential Complex

A redevelopment plan for the area around 254-15 Junggok 1-dong in Gwangjin-gu was approved with modifications Monday by the Seoul Metropolitan Government's 11th Urban Planning Committee subcommittee on fast-track integrated planning redevelopment projects.

The site sits adjacent to Jungnangcheon and the Yongmasan and Achasan mountains. Since a land readjustment project in 1974, the area has been densely packed with aging low-rise housing, narrow roads and insufficient community facilities, prompting repeated calls for residential environment improvements.

The project marks the first full-scale redevelopment to be pursued in the low-rise residential areas of Junggok-dong, and is expected to bring significant change to the neighborhood's living environment.

The site was designated a fast-track integrated planning candidate in February 2025. Following community consultations and planning work, the fast-track integrated plan was finalized in March 2026, and a redevelopment plan reflecting it was drawn up.

Under the plan, the zoning designation will be upgraded from second-class general residential — including areas limited to seven floors or below — to third-class general residential. With a project viability correction factor of 1.53 applied, the redevelopment will create a residential complex of up to 35 floors and 2,200 units in total, including 424 rental units.

To build a green network linking Jungnangcheon with Yongmasan and Achasan, a children's park will be created on the eastern side of the complex, and a pedestrian and green corridor will run from Jungnangcheon through the complex's internal green spaces and parks. A visual corridor from Jungnangcheon toward Achasan will also be secured to create an open waterfront landscape.

Residents' daily living environment will also see improvements. A public multipurpose building connected to the park will house a neighborhood community center and a day care center, and a new public parking lot will be built to address the shortage of community and public facilities. Surrounding roads will be upgraded, and pedestrian paths and school routes within the complex will be created to improve traffic flow and walkability.

Gwangjin-gu District Mayor Kim Kyung-ho said he expects the designation of Zone A in Junggok 1-dong as a redevelopment zone to accelerate long-overdue improvements to the area's aging residential environment. "We will actively support the project so that the green and pedestrian environment connecting Jungnangcheon and Achasan, along with the infrastructure residents need in their daily lives, can be developed in a harmonious way," he said.
