Field support managers assigned one-on-one to each redevelopment zone
Yeongdeungpo-gu announced Tuesday it is launching an Urban Redevelopment Rapid Support Task Force composed of 108 outside experts to accelerate urban renewal projects in the district. The gu formally appointed the 108 specialists — including lawyers, certified appraisers, construction management professionals, conflict mediators, urban planners, and tax accountants — on Sept. 23.
The task force is designed to preemptively resolve problems that arise during project implementation and ensure redevelopment and reconstruction work proceeds quickly and properly. Yeongdeungpo-gu is one of Seoul's most concentrated redevelopment and reconstruction areas, with 109 active housing supply projects under way within its boundaries.
The task force will operate through a "field-integrated one-stop support system" divided into two tiers: field support managers and specialist support managers. Forty-eight field support managers will be assigned on a one-to-one basis to the 88 redevelopment zones that have yet to break ground. They will visit each site at least once every two weeks to monitor progress and detect signs of delays or conflicts at an early stage.
Sixty specialist support managers drawn from seven fields — conflict mediation, property appraisal, legal affairs, urban planning, construction cost verification, construction management, and tax accounting — will provide backup support. When a zone requires dispute resolution or specialized advice, the relevant experts will be dispatched immediately to offer tailored solutions. If inter-association conflicts escalate to the point where collective discussion is needed, a rapid-progress review meeting will be convened, bringing together field and specialist managers, project operators, and the parties in dispute to develop concrete improvement measures and issue implementation recommendations.
The district will also establish a Rapid Redevelopment Control Tower chaired by District Mayor Cho Yu-jin to maximize policy effectiveness. Quarterly progress forums will be held to hear on-the-ground concerns and review the status of ongoing projects. Monthly meetings chaired by the head of the district's urban space bureau will analyze zone-specific causes of delay and develop plans to shorten timelines.
Yeongdeungpo-gu set up a dedicated in-house redevelopment and reconstruction rapid support unit in July. Accelerating residential renewal projects is a core campaign pledge of the district's 9th elected-term administration.
"Redevelopment and reconstruction are the top priority of district governance, as they transform residents' precious property rights and living environments," District Mayor Cho said. "Together with 108 experts, we will redraw the map of Yeongdeungpo-gu through swift and proper urban renewal."
