Brings deep expertise in policy, regulation and public sector
Led Korea Technology Finance Corporation, gaining hands-on experience in SMEs, venture firms and emerging industries
Bae, Kim & Lee (BKL) announced Tuesday that it has recruited Kim Jong-ho, former chairman of the Korea Technology Finance Corporation, as an adviser. Kim is a policy, regulation and finance specialist who entered public service through the 37th national administrative examination.
Kim previously served at the Ministry of Culture and Sports before joining the Board of Audit and Inspection, where he held a series of senior posts from 1998 to 2017, including head of the First Division of the Fiscal and Economic Audit Bureau, head of the Education Audit Team, head of the Local Construction Audit Team, chief of staff, and director of the Public Institution Audit Bureau. In 2017, he served as secretary for public service discipline at the Presidential Secretariat, then as secretary-general of the Board of Audit and Inspection from 2018 to 2020. He subsequently served as senior presidential secretary for civil affairs before taking the helm of the Korea Technology Finance Corporation.
During his more than two decades at the Board of Audit and Inspection, Kim handled major issues in fiscal and economic policy and public institution management. He also worked at the Presidential Secretariat on public service discipline and national policy matters, building broad experience across the formulation and implementation of policy and regulation.
As chairman of the Korea Technology Finance Corporation, Kim expanded guarantee support, promoted scale-up assistance for emerging industries, and drove the development of products related to intellectual property valuation — deepening his experience in supporting the growth of small and medium-sized enterprises and venture firms as well as in policy finance broadly.
Kim will join BKL's Regulatory Group, where he will advise on corporate regulation, finance, public institutions, small and medium-sized enterprises, venture and emerging industries, auditing, and government relations. He also plans to contribute his expertise to the firm's Regulatory Response Solution Center and GR Solution Group.
Woo Byung-ryul, head of BKL's Regulatory Group, said Kim is "an expert who combines long public service experience with direct, on-the-ground exposure to business and policy finance gained while leading the Korea Technology Finance Corporation," adding that "BKL will draw on that experience to analyze the impact of evolving policies and regulations on businesses and offer appropriate response strategies."
Meanwhile, BKL has been bringing in a range of figures to strengthen its Regulatory Group. The firm recruited Oh Byung-kwon, former first administrative vice governor of Gyeonggi Province, as an adviser in May, and Song Myeong-dal, former vice minister of the Ministry of Oceans and Fisheries, in August.
