The district's sixth community social security plan outlines 48 detailed projects under four social security strategies and four regional development strategies.
Yongsan-gu in Seoul held the final presentation of a research project to establish its sixth community social security plan (2027–2030) on Tuesday at the district office's main conference room, sharing a draft blueprint outlining the direction and key projects for local welfare over the next four years.
About 70 people attended the event, including the district mayor, members of the community social security council, members of the dedicated planning task force, heads of relevant departments and representatives from the research agency. Participants exchanged views on the progress of the research and the major projects proposed.
The plan centers on realizing inclusive local welfare — ensuring that no resident is left behind, including the elderly, children, people with disabilities and other socially vulnerable groups. It is grounded in the district's ninth elected-term slogan, "Yongsan: A Charming City Opening the Future," and the district governance goal of "Warm Welfare, Solid Education."
The draft plan was built on an analysis of a resident needs survey and comprises four social security strategies, four regional development strategies and 48 detailed projects in total. Fourteen departments will take part in implementing the initiatives.
The four social security strategies are: a lifelong Yongsan-style care and daily-life support system; a safe living environment that embraces diversity; an income, employment and housing safety net for everyday life; and a culture and community network that fosters social connection.
The district plans to strengthen its integrated medical and long-term care service and operate a talent development program to connect residents with local employment opportunities. The regional development strategies include identifying benefit-eligible residents and building workforce capacity.
The district will incorporate feedback from the final presentation to refine the draft plan, then complete the required procedures — including a public notice period — before finalizing the sixth community social security plan later this month.
The district launched the research project in April, analyzing local conditions and welfare demand while gathering input from residents, experts and frontline workers. Drawing on those findings, it reviewed existing welfare programs and produced a plan containing high-impact policies and concrete action measures that residents can tangibly feel.
A community social security plan is a statutory medium-term plan, prepared every four years under the Act on the Use and Provision of Social Security Benefits and the Discovery of Eligible Recipients. It comprehensively analyzes local welfare conditions, resident welfare needs and community welfare resources to set the direction of social security policy and identify key projects suited to the district's characteristics.
"We will build a 'Yongsan: A Charming City Opening the Future' where everyone is happy and no one is left behind — not the elderly, not children, not people with disabilities, not any socially vulnerable person," District Mayor Kim Kyung-dae said. "More important than setting a welfare policy milestone for Yongsan over the next four years is putting it into practice, so I ask each department to communicate actively and collaborate so that the plan bears fruit on the ground."
