A dedicated 'Minhoe agenda proposal' board launched on the district website Wednesday — open year-round
Anyone with an interest in district policy may submit discussion topics; proposals on major district issues accepted
Yeongdeungpo-gu is now accepting agenda proposals for its "Minhoe," a direct-democracy public forum.
The term "Minhoe" traces its roots to "Ekklesia," the citizen assembly of ancient Athens whose name means "those who are summoned." Yeongdeungpo-gu has adopted it as the name for its own direct-democracy public forum, where residents exercise civic sovereignty.
The district launched the proposal submission process in the spirit of "letting residents decide what to debate, starting from the very first question." Submitted proposals will pass through a preliminary discussion forum and the Minhoe grand debate, and will serve as key indicators in setting policy directions for the ninth elected-term administration.
Any topic affecting residents' daily lives is eligible. Anyone with an interest in district policy may submit discussion topics year-round through the "Minhoe agenda proposal" board on the district website. Excluded are matters outside the district's jurisdiction, routine complaints, and issues confined to a specific local area.
Submissions received through the portal will undergo a preliminary review by the relevant departments. Proposals that clear the review will be referred to a preliminary discussion forum in November, where 200 residents will participate, and then to the Minhoe grand debate in December — Yeongdeungpo-gu's flagship public forum — where they will be debated and put to a real-time vote before being finalized as policy agenda items. Confirmed policies will be incorporated into district projects.
In addition, the district has built a system allowing any resident to check the review status and progress of submitted proposals through a "proposal list" on the website, ensuring the submission system operates transparently.
"The online policy proposal portal is a channel through which residents can realize direct democracy, starting from the selection of discussion topics," Yeongdeungpo-gu District Mayor Jo Yu-jin said. "From small everyday suggestions to policy proposals that shape the district's future, we ask for your keen interest and active participation."
