Geumcheon-gu and Anyang signed an MOU Monday to cooperate on disaster and public information sharing; the two sides will explore joint use of emergency alert signboards for residents in border areas and begin follow-up working-level consultations.
Geumcheon-gu announced Monday that it signed a cooperation MOU with Anyang on disaster and public information sharing, aimed at improving safety and information access for residents in border areas between the two jurisdictions. The signing took place at Anyang City Hall.
Geumcheon-gu sits at the southwestern tip of Seoul, sharing an administrative boundary with Anyang. Because residents routinely cross between the two jurisdictions in their daily lives, both sides agreed that inter-agency cooperation was necessary to ensure effective delivery of disaster, safety and public information.
Geumcheon-gu District Mayor Choi Ki-chan and Anyang Mayor Choi Dae-ho, along with officials from both sides, signed the agreement and committed to building a cooperative framework for delivering disaster and public information in the border zone.
The MOU covers four areas: improving awareness in border zones and developing ways to deliver disaster and public information; reviewing the feasibility of installing and jointly operating emergency alert signboards; identifying viable installation sites and examining relevant regulations and on-site conditions; and sharing data and consulting with relevant agencies to advance the project.
A key feature of the agreement is that the two local governments will first explore sharing a single facility rather than each installing separate infrastructure. They will jointly identify suitable locations for shared emergency alert signboards and examine operational models that can effectively serve residents on both sides. If joint use proves impractical, the two sides will also consider alternative measures to enhance safety and convenience for residents in the border area.
Working-level consultations will begin in earnest following the signing. Geumcheon-gu and Anyang plan to assess on-site conditions at candidate locations, review applicable laws and regulations, and examine the administrative procedures required — including permits and right-of-way approvals — while also discussing how to secure the necessary funding.
The two sides will also look into available funding sources such as the special local allocation tax for disaster safety, and will determine the specific project structure and the role of each party based on funding outcomes and field conditions.
"Residents' daily lives do not stop at administrative boundaries, and neither do disasters and safety concerns," District Mayor Choi said. "This MOU is the starting point for Geumcheon-gu and Anyang to work together beyond jurisdictional lines on the shared challenge of keeping our residents safe." He added that the district would continue to identify areas of mutual benefit and cooperation with Anyang beyond this agreement, working actively to ensure residents can feel real change.
