District to cover maintenance costs equal to 20% of property tax paid on newly registered aircraft
Yeongjong-gu in Incheon is launching a campaign to attract airlines to register their aircraft at Incheon International Airport.
The push is designed to spread the economic benefits generated by the airport across the wider Yeongjong area and build a self-sustaining local economy.
The district announced Tuesday it would pursue a "newly registered aircraft fiscal support project," under which airlines that register aircraft at Incheon International Airport as their home base would receive subsidies covering maintenance and related costs.
The centerpiece of the initiative is a tax-rebate incentive: airlines that register aircraft in Yeongjong-gu will receive support for maintenance expenses equivalent to 20 percent of the property tax they pay on those aircraft.
The district expects the arrangement to produce a win-win outcome — lowering fixed costs for airlines while securing a stable tax base that strengthens the district's fiscal position.
Incheon Airport once held a commanding position in this area, with roughly 40 percent of domestic civil aircraft registered there.
In recent years, however, other local governments have rolled out aggressive incentive packages of their own, and Incheon has struggled to keep pace in the competition for new registrations.
The district expects its new fiscal support measure to generate significant synergy when combined with Incheon city's existing aircraft acquisition tax reduction regime, which cuts the standard tax rate by 30 percent.
Yeongjong-gu plans to sharpen its edge in the competition by stepping up targeted outreach to airlines and related organizations.
The initiative aligns with the current administration's vision of establishing Yeongjong as South Korea's leading airport economy hub.
The effort also aims to address longstanding criticism that the Yeongjong area has seen little economic trickle-down despite Incheon Airport's rapid growth into a hub handling about 100 million passengers a year.
"This aviation industry support measure will serve as a catalyst for circulating the airport's gains to every corner of the Yeongjong community," District Mayor Son Hwa-jeong said. "We will drive the revitalization of the local economy and at the same time establish Yeongjong as the undisputed center of the airport economy zone."
