MOU signed on sidelines of 2026 Gangneung ITS World Congress
Korea Expressway Corporation signed an MOU with Malaysia's Expressway Authority (LLM) on Tuesday at the Gangneung Convention Center in Gangwon Province to cooperate on roads and transportation.
The agreement was concluded on the sidelines of the 2026 Gangneung ITS World Congress and serves as a follow-up to an MOU signed between South Korea's Ministry of Land, Infrastructure and Transport and Malaysia's Ministry of Public Works in December last year, aimed at translating that government-level commitment into concrete working-level cooperation.
Under the five-year agreement, the two organizations agreed to cooperate closely across five key areas: smart expressway management and development, advanced tolling policy and regime, smart traffic management centers (TMC) and intelligent transport systems (ITS), expressway infrastructure development and asset management, and capacity building, technology transfer and education and training.
Korea Expressway Corporation plans to actively support Malaysia's national push to introduce a multi-lane free-flow (MLFF) tolling system across its entire expressway network, drawing on Korea's proprietary technology and operational expertise. MLFF charges tolls while vehicles remain in motion, with no toll booth structures or lane divisions — the same advanced collection system as Korea's multi-lane Hi-Pass.
Korea Expressway Corporation has steadily advanced its tolling infrastructure since the nationwide rollout of Hi-Pass in 2007, subsequently introducing a "one tolling system" allowing seamless travel across both publicly financed and privately operated expressways, followed by multi-lane Hi-Pass. Hi-Pass now accounts for about 94 percent of all expressway transactions in Korea.
The corporation has also demonstrated its capabilities in overseas road and transportation markets, successfully operating an MLFF system on the Almaty Ring Road in Kazakhstan and building radio-frequency identification (RFID)-based electronic payment systems on the Padma Bridge and the N8 Expressway in Bangladesh.
"This agreement will serve as an important milestone in cementing trust between our two organizations and building a strategic partnership toward next-generation expressways," Korea Expressway Corporation President Yu Jeong-hun said. "We will strengthen cooperation so that Korea Expressway Corporation's advanced technology and accumulated operational experience can provide tangible support to Malaysia's smart expressway projects."
The 2026 Gangneung ITS World Congress — the world's largest intelligent transport systems event, often called the "Olympics of transportation" — runs for five days from Monday through Friday at the Gangneung Olympic Park.
