Special lecture at 50th CEO Academy of Namdong Industrial Complex Business Council
District mayor presents vision for nurturing biotech, K-beauty and future mobility industries alongside smart manufacturing and cultural industrial complex
The Namdong National Industrial Complex in Incheon is embarking on a full-scale transformation, shifting away from its traditional manufacturing base toward a next-generation industrial hub where emerging industries and culture converge.
Namdong-gu District Mayor Lee Byung-rae took the stage Wednesday as the keynote speaker at the 50th CEO Academy Distinguished Lecture, hosted by the Namdong National Industrial Complex Business Council, where he laid out a future vision and customized business support measures to strengthen the complex's competitiveness.
In his address, Lee detailed the "Namdong Great Transformation," the central policy direction of his ninth elected-term administration, designed to respond to a rapidly shifting global industrial landscape.
He presented the "3+3 innovation engine" as the core strategy for a comprehensive overhaul of the complex's industrial makeup.
On the first of three future industry development strategies, Lee said the plan calls for establishing the complex as a biotech materials, parts and equipment hub — building a central supply chain axis for biotech materials, components and equipment in coordination with the Songdo and Yeongjong international cities.
The second strategy, he said, focuses on K-beauty self-reliance and branding — moving beyond a simple OEM structure by launching a "Namdong K-beauty joint brand" and developing a dedicated commercial street.
The third strategy centers on upgrading the industrial structure by supporting businesses in transitioning into future mobility, MRO (maintenance, repair and overhaul) and defense industries.
Alongside this, Lee said the three infrastructure innovation initiatives to underpin these emerging industries include AI transformation and smart manufacturing infrastructure upgrades, support for local companies in opening pathways to global markets, and the development of a "culture-leading industrial complex" to attract young talent and build a youth-friendly environment.
The district mayor also announced administrative reforms aimed at dramatically reducing the difficulties businesses face on the ground.
Lee declared four "one-stop administrative principles" — on-site listening, resource guarantees, regulatory reform and rapid resolution — pledging a hands-on approach that addresses business obstacles immediately in the field.
"Sustainable development of the industrial complex becomes possible when the bold innovation and drive of business leaders are matched by seamless administrative support from Namdong-gu," Lee said. "The district will lead the way so that the Namdong complex can leap forward as a future-oriented innovation hub driving the local economy."
Meanwhile, Namdong-gu said it plans to review the various proposals gathered from complex businesses at the lecture and reflect them as a top priority in future business support policies and administrative services, while strengthening ongoing communication channels with tenant companies.
