2,100 units to be ordered this year, exceeding initial target
Annual orders to expand to 3,000-plus from 2027
Korea Land and Housing Corporation is ramping up its push for modular housing as part of a broader effort to accelerate home supply. The state developer plans to order a total of 16,000 modular housing units by 2030, aiming to create economies of scale in the domestic market.
LH announced the medium- to long-term ordering plan Wednesday at a modular housing promotion forum held at its Gyeonggi Southern Regional Headquarters, attended by modular manufacturers, home appliance companies and academic experts.
As a first step, LH plans to expand its annual modular housing orders this year to around 2,100 units, surpassing its original target of 2,000, to drive early-stage market supply.
This month, LH will launch a public-private housing project tender applying modular construction methods to two third-generation new town sites: the Goyang Changneung A3 block (668 units) and the Namyangju Wangseok 2 A10 block (555 units). In December, it will follow up with additional orders by pioneering full modular construction — covering 100 percent of the complex — at the Pocheon Songwoo 2 A1 block (916 units).
Over the medium to long term, LH will place orders for more than 3,000 units per year from 2027 through 2030, totaling 14,000 units. The annual breakdown is 3,000 units in 2027, 3,000 in 2028, 3,000 in 2029 and 5,000 in 2030.
Combined with this year's orders, the plan accounts for 70 percent of the government's target of 20,000 public modular housing units by 2030, set out under the Aug. 13 rapid housing supply measures. LH said it aims to build a stable, continuous ordering system to foster an industrial ecosystem for the domestic modular housing market.
The forum was a follow-up to discussions held during the prime minister's visit to a private redevelopment site on Oct. 13, when he called for mass housing supply through industrialized construction, cost reduction and an expansion of modular pilot projects.
The forum also addressed plans to develop an "AI modular home" in collaboration with Samsung Electronics and LG Electronics. Leveraging the modular method's factory-based prefabrication process, LH intends to integrate AI home appliances and an energy management platform from the design stage to create a next-generation smart residential model.
"Modular housing is a key alternative for rapid housing supply, as it can simultaneously achieve dramatic construction time savings and high-quality building," said Park Hyeon-geun, head of LH's public housing division. "We will faithfully execute the ordering roadmap through 2030, starting with 2,100 units this year, and evolve modular housing into smart AI living spaces to lead the future housing market."
Meanwhile, President Lee Jae-myung visited the Incheon Gyeyang public housing district A3 block on Tuesday and, at a subsequent on-site forum, heard expert views on modular housing before directing officials to comprehensively review whether construction timelines could genuinely be shortened and to explore ways to develop the modular housing market.
